1 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE,
CALIFORNIA, DECLARING ITS INTENTION TO LEVY AN ANNUAL
3 ASSESSMENT IN THE AUTO CENTER BUSINESS IMPROVEMENT
DISTRICT FOR THE FISCAL YEAR BEGINNING SEPTEMBER 1, 2022, 4 PURSUANT TO SECTION 36534 OF THE CALIFORNIA STREETS AND 5 HIGHWAYS CODE, AND GENERALLY DESCRIBING THE
IMPROVEMENTS AND ACTIVITIES TO BE UNDERTAKEN, AND FIXING 6 THE TIME AND PLACE FOR A PUBLIC HEARING BEFORE THE CITY
COUNCIL OF THE CITY OF RIVERSIDE ON THE LEVY OF THE PROPOSED 7 ASSESSMENT.
8 9 WHEREAS, the Auto Center Business Improvement District (District") in the Auto 10 Center area of the City of Riverside was established by Ordinance No. 7135 to: (a) engage in 11 general business promotions, (b) engage in business activities, (c) engage in the promotion of 12 events, (d) advertise to promote District businesses, (e) provide electronic display sign operation 13 and maintenance, (f) provide maintenance and repair of entryway monuments, pods, and 14 landscaping, and (g) provide for physical improvements. 15 WHEREAS, the District is located in the Auto Center business area of the City of 16 Riverside, and is described as generally located along Indiana Avenue, Adams Street, Auto Center 17 Drive, and Jefferson Street, between the California State Route 91 and Lincoln Avenue; said area 18 is more fully shown on the map of the area, attached hereto as Exhibit "A", and 19 WHEREAS, the City Council of the City of Riverside has received and approved the report 20 of the Riverside New Car Dealers Association, acting as the advisory board of the District, for the 21 fiscal year beginning September 1, 2022 (the "Report"); and 22 WHEREAS, the Report of the District submitted to the City Council on August 2, 2022, 23 more fully details the improvements and activities which shall be provided, as well as the proposed 24 assessments to be levied, for the fiscal year beginning September 1, 2022. The Report is on file 25 with the City Clerk,
26 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 27 Riverside, California, pursuant to Section 36534 of the Streets & Highways Code, as follows:

1 1 Section 1. It is the intention of the City Council to levy and collect an assessment 2 within the District for the fiscal year beginning September 1, 2022, at a rate of $6,100 for each 3 business tax certificate holder located within the boundaries of the District, as more fully set forth 4 in the Report.
5 Section 2. Notice of Public Hearing. Notice is hereby given that the City Council will 6 hold an in-person and/or virtual public hearing regarding the levy of the proposed assessment for 7 the fiscal year beginning September 1, 2022, on August 16, 2022, at 3:00 p.m. at the regular 8 meeting of the City Council to be held at the regular place of meeting at said time in the Art Pick 9 Council Chamber at Riverside City Hall at 3900 Main Street in the City of Riverside, California. 10 Any protests or objections to the proposed levy of assessment may be made orally or in 11 writing by any interested person. However, the form and manner of such protests or objections 12 shall comply with Sections 36524 and 36525 of the California Streets and Highways Code. 13 Mail written statements to City Clerk, City Hall, 3900 Main Street, Riverside, CA 92522, 14 or email [email protected]. Comments can be submitted via the eComment feature at 15 www.riversideca.gov/meeting until 11 a.m. before the meeting. Interested persons will be afforded 16 the opportunity to speak and be heard at 3:00 p.m. on August 16, 2022, by calling (669) 900-6833 17 and entering Meeting ID: 926 9699 1265. Press *9 to be placed in the queue to speak. Individuals 18 in the queue will be prompted to unmute by pressing *6 to speak. You may also appear in-person 19 at the public hearing at the Art Pick Council Chamber at 3900 Main Street, Riverside, CA. 201 Section 3. Publication of Notice. The City Clerk shall give notice of the public hearing 21 by causing the Resolution of Intention to be published once in a newspaper of general circulation 22 in the City not less than seven days before the public hearing. 23 /II

2 Further, the City shall provide notice of the public hearing to each holder of a business 2 license tax certificate within the designated District by mail, postage prepaid.
