Ammunition for the Department’s use is carefully evaluated and selected for desired performance characteristics and reliability of function under a wide range of conditions. Purchasing carefully selected product numbers for both duty and training ammunitions from a single manufacturer for a specific caliber ensures that the Department’s specific needs are met. After careful evaluation, the Department has determined that Winchester Ammunition meets the specific needs of the Department for Department issued handguns and patrol rifles.
Dooley Enterprises, Inc. is the authorized, sole source, law enforcement distributor for Winchester Ammunition in the State of California, which enables them to meet the supply demands of the Department in a timely manner and offer a law enforcement exclusive pricing structure that is less than the commercial price for ammunition. Additionally, the location of Dooley Enterprises, Inc., allows the Department to pick-up the ammunition, thereby eliminating freight and delivery charges.
For these reasons, the City has determined that Dooley Enterprises, Inc., meets the requirements of Purchasing Resolution No. 23812, Section 602(d), which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances…(d) When the Procurement can only be obtained timely from a single source and the Manager is satisfied that the best price, terms and conditions for the Procurement thereof have been negotiated.” The Department is requesting authorization to purchase ammunition for the Department’s use from Dooley Enterprise, Inc., in the total amount of $185,537.30 for FY 2022/23.
The Purchasing Manager concurs that the recommended to purchase is in compliance with Purchasing Resolution No. 23812, Section 602(d).

The Police Department equips its officers with firearms to address the risks posed to the public and department.
Equity – The RPD provides public safety services to all residents in the City of Riverside. Having the ability to train officers on their duty issued firearm on a bi-monthly basis helps in the achievement of this goal by ensuring that RPD employees can enhance community safety.
Fiscal Responsibility – The RPD is proposing this purchase in accordance with Purchasing Resolution 23812, Sections 602(d). Purchasing from Dooley Enterprise, Inc., allows the Police Department to use the Winchester law enforcement-exclusive pricing structure and the location allows for the Department to pick-up the ammunition eliminating freight and delivery charges.
Innovation – In order to meet the community’s changing needs and prepare for the future, RPD assigns their field personnel with firearms and has continued to train and develop methods to deploy and serve the community.
