RECOMMENDATIONS:
ThattheCityCouncil:
1. SunsettheDowntownParkingCommitteeandincorporateits workintotheParking, Traffic, andStreetsCommission;
2. IntroduceandadoptanordinanceincreasingthenumberofmembersontheParking, Traffic, andStreetsCommissionfromnineto fourteen;
3. AppointBrian C. Pearcy, Bill R. Bromley, BarryA. Hildebrandt, KrystiL. Bellavia, and NormanGrittonto theParking, Traffic, andStreetsCommissionthroughtheirunexpired terms; and
4. Determinethat, throughattrition, the membershipof the Parking, Traffic, and Streets Commissionshallbereducedovertimeto nine.
RECOMMENDATIONS:
OnAugust23, 2011, theMayor’s NominatingandScreeningCommittee, withall memberspresent, unanimouslyrecommendedapprovalof theseitems.
BACKGROUND:
Theninemembersof the DowntownParkingCommitteeincludefive memberseitherlivingor owningbusinessesor propertyin theDowntown, a representativeof the RiversideDowntown Partnership, a representativeoftheGreaterRiversideChambersof Commerce, anda residentor businessownerof Ward3.
Asa permanentsubcommitteeof theParking, Traffic, andStreetsCommission, theCommittee advises the Commission on public parking management and operations and offers recommendationsto improvetheDowntownparkingsystem.
TheParking, Traffic, andStreetsCommission’s ninemembers, representingall Wardswithinthe City, act in an advisorycapacityto the MayorandCityCouncilin matterspertainingto public parking, theoperationandmanagementof theCitystreetssystems, andtrafficregulations.
DuetothefactthatDowntownbusinessand/orpropertyownersareparticipatingin decisionsthat directlyaffecttheirpersonalpropertyand/orbusiness, thepotentialofa conflictof interestexists.
ThedutiescurrentlyperformedbytheDowntownParkingCommitteefall withintheestablished scopeofworkoftheParking, Traffic, andStreetsCommission. TheCommissionhasthecapacity toabsorbtheworkcurrentlybeingperformedbytheDowntownParkingCommittee. Sunsetof the DowntownParkingCommitteeand absorptionof its workby the Parking, Trafficand Streets Commissioneliminatesthepotentialconflictsof interest, providesstaffsupportefficiencies, and bolstersutilizationof themembershipof theParking, Traffic, andStreetsCommission.
ThedraftordinanceprovidesforabsorptionofthefiveremainingmembersoftheDowntownParking CommitteebyappointmenttotheParking, Traffic, andStreetsCommissionthroughcompletionof theirunexpiredterms. Throughattrition, theCommissionwillreduceits membersovertimetothe currentninepositions.
