080322; Item 2; 2022 Reshape Riverside: Beverly M. Arias here- w4 - Casa Blanca , 4th generation Tax paying Riverside-r, this first hearing starting at 330 pm- already continues the current gap of the majority of Riversiders affected. Knowing the demographics of Riverside - most folks commute at least 30 mins PLUS one way to their jobs.

Although you have the planned target dates and want to do a virtual hearing- please take into consideration that folks work.

My Community of Interest is my neighborhood of Casa Blanca.

Community Boundaries: From the 91 Freeway – Indiana Ave/ Washington Mary Street/ Victoria ave/ Jefferson Where the 3 Palm trees stand on Railroad Ave where the Original Train Depot was built bringing in the main lines of Citrus to be processed in the Packing houses here called Victoria Packing house and then on Lincoln-the Citrus Packing House.

Community Story:

Our 144 year old community has several community groups that have advocated for the people in the neighborhood for decades. As we are always underserved and under-represented our community needed to create groups to advocate on our behalf such as The Home of Neighborly Service, The Community Action Group and Villegas Park Advisory Council.

We are unique in we have celebrated our 113th Annual Cinco De Mayo Fiesta. A community free event which everyone looks forward to. Music is performed, different groups of dancers perform, booths of food is set up for sale, and even game booths.

This Fiesta has received awards and the Volunteer committee members do a great job organizing a nice event.

Also St Anthony’s Church has their annual fair, where a large portion of the community is involved too.

The Church of God of Prophecy has been in the community for half of a Century and does quarterly events to serve the community such as Backpack giveaways filled with school supplies. A Turkey and fixings distribution for the holidays.

Our Community was established with families here to work in the different facets of the Citrus Industry. From Citrus pickers, packers, drivers, managers of workers. Today our Community is comprised of a Large Senior population with Retired Elderly folks on fixed incomes. We have a population of about 7,349 residents. In a 1.060 square mile area. We are predominately LatinX at 82% then White at almost 10% , Asian at 3% and African American at 2.3%The Primary Language spoken is English, Spanish and Dialects of Guatemalan like Q’anjob’al Most of the working residents commute at least an Hour one way. The Dominant profession in our neighborhood is in the Service Industry which is comprised of 51%- 4% are in the Management field.

Over 19% of our Population us under the Poverty Level.

Casa Blanca would be more relatable to Ramona As both communities are comprised of working families in the middle income. Our concerns for working families are relatable.

My name is Melba Winsell, a resident in Mission Grove for the past 3 years, in Ward 4. (My “neighborhood” is not listed on the drop-down sign in) I am a board member of Riverside League of Women Voters, among other community focused organizations. I cannot describe my own Community of Interest….yet.

As an adult I have lived in 6 cities throughout California. Upon retirement from RUSD, I purposely chose Riverside. I could have gone anywhere. My work in schools here let me understand Riverside, and know that I could feel comfortable. No other place has the unique “neighborhoods” that define the personality of this city. Y ou can see them and feel the differences. It’s important to keep these neighborhoods together so their elected city council members can better serve all of them. I hope your map planning assures communities of interest are keep together.

I was please the see the Reshape Riverside website is up. I was pleased with the planned meetings in all the ward at reasonable times for commuter residents. I was please with the planned dates with two in each ward. I will be diligent in watching the progress of the meetings, the availability of the information to each, translating everything. I understand the importance of participation in redistricting and will watch the communication, education and transparency of this process closely.

My name is Jonny Miller, Ward 1 Riverside resident, organizer with Brown and Black Redistricting Alliance. I am doing public comment Agenda Item #2 regarding Riverside city redistricting and wanted to share my community of interests. Our organization has done extensive work in the City of Riverside. The Fair and Inclusive Redistricting for Municipalities and Political Subdivisions Act (FAIR MAPS Act), requires the city to comply with the federal Voting Rights Act of 1965 (VRA), and, to the extent practicable, keep communities of interest together.

We would like all redistricting workshops and public hearings to be held after 6:00 p.m. and that there will be Spanish translation materials and interpreters. Below is our city wide/neighborhood Community of Interests. _Downtown Riverside Communities of Interest
Downtown residents have worked together on affordable housing and North Side Specific Plan for community driven housing projects and against the development of more warehouses. We work to support mixed use housing and commercial for more locally owned small businesses. We mainly consist of working class residents and with the majority Latino and 2nd minority being African American. A majority of Downtown Residents are primarily English speakers and many of us are also fluent in Spanish. Our community is heavily impacted by homelessness. Many of the long time working class residents are being priced out of our community. We do have some middle class areas near Mt. Rubidoux. Our common landmarks are Fairmont Park and Mt Rubidoux. We enjoy the summer concerns and community events in Fairmount Park. Our other neighboring communities are the Wood streets and Riverside community college campus. The Wood Streets are heavy RCC staff and retired Seniors.

To whom it may concern,
Today, August 25th, there was a Reshape Riverside Workshop at the Ysmael Villegas Community Center in Casa Blanca.

I am a resident of Casa Blanca (born and raised). I was unable to attend the workshop in person, but nonetheless I would still like to give input on this community and why it is a "community of interest". Please find attached the form that I downloaded from your website and filled out electronically.

Thank you,
