2 Electric Supervisory Control and Data Acquisition (Electric SCADA)
1. Key operational tool for safe and reliable operation of RPU’s electric grid
2. Frequent updates necessary to maintain system performance, cyber security, and functionality
3. Requires continuous software support and patch management services
a. System patches monthly and system upgrade every 4-5 years
4. Current system vendor is Open Systems International, Inc. (OSI)
5. Last upgrade was in 2013 - now overdue

two key actions:
1. Upgrade the OSI Monarch software and
hardware to the latest release and technology
2. Service agreement with OSI to provide Software
Support and Patch Management Services for 5-
years

9 That the City Council:
1. Approve the Professional Consultant Services Agreement for the upgrade of existing Open System International Based Electric Supervisory Control and Data Acquisition System and Energy Management Systems with Open Systems International, Inc., of Medina, Minneapolis, for a five-year term through November 30, 2027, in the amount of $2,121,116, with an additional $45,000 for tangible taxable items; and
2. Authorize the City Manager, or designee, to execute the Agreement, including making minor, non-substantive changes, and to sign all documents and instruments necessary to complete the transactions.
