STRATEGIC PLAN ALIGNMENT:

This item aligns with each of the five Cross-Cutting Threads as follows:

Community Trust – Entering into an agreement with the County of San Bernardino for use of their weapons firing range facilities serves the public interest, benefits the City’s diverse populations, and results in greater public good. The Police Department equips its officers with firearms to address the risks posed to the public and department. All officers are required to train bi-monthly with their duty weapon.

Equity – The RPD provides public safety services to all residents in the City of Riverside. Having the ability to train officers on their duty issued firearm on a bi-monthly basis helps in the achievement of this goal by ensuring that RPD employees can enhance community safety.

Fiscal Responsibility – The RPD is proposing this purchase in accordance with Purchasing Resolution 23812, Sections 702(g), “Where payment for Services is to be made to a Federal, State, and/or other public entity”.

Innovation – In order to meet the community’s changing needs and prepare for the future, RPD assigns their field personnel with firearms and has continued to train and develop methods to deploy and serve the community.

Sustainability & Resiliency – The purpose of firearms training is to ensure the Department has the ability to provide public safety services in the present and future, while adapting, and growing with the needs of the community.

FISCAL IMPACT:

The total fiscal impact of the action is $15,000 annually for a five-year term in the amount of $75,000.
