REVIEW PROPOSED MODIFICATIONS TO
RIVERSIDE MUNICIPAL CODE TITLE 12 –
AIRPORT AND AIRCRAFT REGULATIONS

2 1. Riverside Municipal Code (RMC) Title 12 – Airport and Aircraft Regulations provides governance to
operations and activities at the Riverside Municipal
Airport.
2. Chapter 12 of the RMC is regularly reviewed and
updated to conform with Federal Aviation
Administration (FAA) regulations and requirements.

3 1. On June 9, 2022, the Airport Commission received a staff report on recommended updates to RMC Title
12 – Airport Rules and Regulations.
2. Through discussion, the Commission requested staff
return with further information on Charter Flights/
Airline Regulations, Two-way radio usage, noise
management, and adherence to Federal rules part

4 On August 11, 2022, staff returned to the Airport
Commission with the following clarifications:
1. Charter flights/airline regulations: No restrictions are being placed on potential commercial flights.
2. Two-way radio usage: The Ai rport Commission agreed that proposed language is in compliance with federal
regulation.

5 3. Noise management: Over the last several years the Airport has:
a. Worked with the Federal Aviation Administration Air Traffic Control Tower to increase the height of flight patterns at the Airport.
b. Worked with flight schools to re-locate some training flights over Lake Matthews.
c. Worked with helicopter flight school to ensure proper flight patterns adhered to when approaching the airport from
the south.

6 4. Federal Regulations Part 91:
a. This regulation primarily governs private aircraft operations. b. In some instances, Part 91 also applies to commercial flights.
c. Wording was clarified in the proposed Title 12 update to clarify applicability of Part 91.

7 Proposed modifications to RMC Title 12 include:
1. Add language for entities to h ost special events at the Airport. – Notification to follow established City policy for special events.
2. Update language associated wi th Unmanned Aircraft Systems (“drones”).
– New FAA regulations require notification to the FAA Traffic Control Tower.
3. Update language for motor vehicl e operations on the Airport to include parking restrictions, speed limits, and rental car delivery/ pickup.
– Increases safety for personal vehicles on the airfield and increases security for rental car deliveries.

8 Proposed modifications to RMC Title 12 include:
1. Update language associated with Airport perimeter gate access to include blocking open a gate and gate card access controls. – Increases security by clarifying security gate access card issuance, lost/stolen card notifications to Airport.
2. Establish requirements for fire ex tinguishers in aircraft hangars in compliance with local fire regulations.
– Increases safety for hangered aircraft. Riverside Fire Department established by type/size of fire extinguishers to be used.

9 Proposed modifications to RMC Title 12 include:
1. Restrict use of aircraft wash racks for aircraft only. – Ensure environmental rules are not violated. Wash racks were designed for aircraft cleaning.
2. Establish rules for departing aircr aft to reduce noise impact on surrounding community.
– Reduce noise impact on surrounding communities by reinforcing recommended turns after departure.

1. Provide any recommendations deemed necessary to
the current and/or proposed modifications to RMC Title
12 – Airport and Aircraft Regulations, and
2. Recommend City Council consider proposed updates
to RMC Title 12 – Airport and Aircraft Regulations.
