BACKGROUND:
The Public Works Department relies on the Sewer Master Plan to construct sewer projects to accommodate development/population growth, 10-year storm events, and/or local concerns. The Sewer Master Plan relies on flow measurements, ambient growth rates, and capacity models to recommend capital improvement projects to ensure the sewer system expands and upgrades sewer lines that align with these projections. This project will replace and upsize sewer mains from 8-inch to 12-inch, 10-inch to 12-inch, 12-inch to 15-inch, and 15-inch to 18-inch; install additional 8-inch as well as 15-inch sewer pipes; and construct new manholes, together with sewer clean-outs at property lines along Palm Avenue and Rubidoux Avenue to serve Wood Street neighborhoods.
DISCUSSION:
On August 4, 2022, Bid No. 7913 for Rubidoux Avenue and Palm Avenue Sewer Replacement (Project) was posted on PlanetBids to replace and upsize sewer mains from 8-inch to 12-inch, 10-inch to 12-inch, 12-inch to 15-inch, and 15-inch to 18-inch; install additional 8-inch as well as 15-inch sewer pipes; and construct new manholes, together with sewer clean-outs at property lines along Palm Avenue and Rubidoux Avenue (Attachment 1).
On August 22, 2022, there were twelve bids received for the construction of the Project (Attachment 2). The lowest responsive bid was from Mamco, Inc. dba Alabbasi in the amount of $2,444,444, which is 9.7% below the Engineer’s Estimate.
The Purchasing Manager concurs that the recommended action to award is in compliance with Purchasing Resolution No. 23812.
STRATEGIC PLAN ALIGNMENT:
This project supports Strategic Priority 6 – Infrastructure, Mobility and Connectivity and Goal 6.2 – Maintain, protect, and improve assets and infrastructure within the City’s built environment to ensure and enhance reliability, resiliency, sustainability, and facilitate connectivity.
It also aligns with each of the Cross-Cutting threads as follows:
Community Trust – This Project will replace and enhance the capacity of the existing gravity sewer system to ensure uninterrupted sanitary sewer services to the businesses and residents of the City.
Equity – This Project serves the residents and businesses within the City in Ward 1.
Fiscal Responsibility – This Project was publicly bid and the construction contract will be awarded to the lowest responsive and responsible bidder.
Innovation – This project utilizes composite manhole covers, which are lighter, air-tight, and environmental friendlier compared to conventional cast iron lids, and will prevent the infiltration of surface water into the sewer system, as well as preventing sewer odor from escaping into the air.
Sustainability & Resiliency – This Project utilizes composite manhole lids, together with precast concrete manhole shafts, and concrete manhole bases, which are considered the most reliable and sustainable in the industry for these applications.
