BACKGROUND:
On November 28, 2018, the City Council adopted Resolution No. 23385 authorizing the City Manager to execute on behalf of the City all necessary applications, contracts, payment requests, agreements, and amendments in the process of applying for and securing funds under the California Department of Resources Recycling and Recovery Fiscal Year 2018/19 Beverage Container Recycling City/County Payment program. The authority granted is valid through June 30, 2023. The City has received $1,394,000 in Beverage Container Recycling funds to date.
DISCUSSION:
The California Beverage Container Recycling and Litter Reduction Act administered by the Department of Resources and Recycling Recovery (Cal Recycle) is distributing $10.5 million in Fiscal Year 2022/23 for the grant cycle. The funds are available to cities and counties specifically for beverage container recycling and litter clean-up activities. The goal of Cal Recycle's beverage container recycling program is to reach and maintain an 80% recycling rate for all California Refund Value (CRV) beverage containers - aluminum, glass, plastic, and bi-metal.
The current grant application is due January 17, 2023, and funds are anticipated to be distributed by Cal Recycle in April 2023.
The funds received will be used to target and develop programs to meet the goal of increased recycling. Activities will include supporting curbside recycling collection efforts using containers, flyers, utility inserts, and advertisements. No match of City funds is required.
The City of Riverside is eligible to receive $79,215.00 in funding for Fiscal Year 2022/23, based on the per capita formula for distribution, which may be used over a two-year period for the following activities:
Purchase of curbside recycling containers for residential customers; Outreach to schools to provide recycling education and presentations; Development of new promotional and educational materials to inform residents; Purchase of bottle and can recycling units for placement throughout the community; and Increasing public education within the community and citywide departments to promote beverage container recycling.
