TO: HONORABLE MAYOR AND CITY COUNCIL DATE: DECEMBER 20, 2022 FROM: PARKS, RECREATION AND COMMUNITY WARDS: ALL SERVICES DEPARTMENT SUBJECT: SINGLE SOURCE AGREEMENT WITH DANNY FULLER DBA SPORTS INNOVATORS, FOR THE ADMINISTERING OF OFFICIALS FOR YOUTH SPORTS PROGRAMS IN THE AMOUNT OF $24,060 FOR THE TERM FROM JANUARY 1, 2023, THROUGH DECEMBER 31, 2023, WITH FOUR (4) ONE-YEAR OPTIONS TO EXTEND.
ISSUE:
Approve the Single Source Agreement with Danny Fuller DBA Sports Innovators for the administering of officials for youth sports programs for the term of January 01, 2023, through December 31, 2023, in the amount of $24,060 with four (4) one-year options to extend.
RECOMMENDATIONS:
That the City Council:
With at least five affirmative votes, approve the Single Source Agreement with Danny Fuller DBA Sports Innovators for the administration of sports officials for youth sports programs for a term beginning January 1, 2023, through December 31, 2023, in the amount of $24,060; and Authorize the City Manager, or designee, to execute the Agreement, including making minor and non-substantive changes and up to four (4) one-year term extensions.
BACKGROUND:
On Wednesday, August 24, 2022, the City of Riverside issued Request For Proposal (RFP) 2190 for the administering of officials for youth sports programs.
On Thursday, September 8, 2022, RFP 2190 was closed, and no proposals were received.
Sports Innovators is an experienced contractor providing officiating services to a variety of leagues in the surrounding area including 7th Day Adventist Programs in Redlands, the City of Loma Linda, the City of Moreno Valley, The Grove Church, and California School for the Deaf, Riverside.
DISCUSSION:
The Parks, Recreation and Cultural Services Department (PRCSD) is requesting to enter into a single source agreement, because the City received no responses to RFP 2190. Sports Innovators has agreed to continue offering services at the same pricing of $24,060. The PRCSD deems the price to be fair and reasonable considering increasing inflation and minimum wage. By contracting with Sports Innovators, the PRCSD staff and youth sport program participants will continue to benefit from a service provider that delivers extensive experience in official’s management and whose focus is on safety, sportsmanship, and youth development.
The Purchasing Manager concurs that the recommended action complies with the City of Riverside Purchasing Resolution No. 23914 Section 702 (d) which states “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances:…(d) When the Procurement can only be obtained timely from a single source and the Manager is satisfied that the best price, terms and conditions for the Procurement thereof have been negotiated.” STRATEGIC PLAN ALIGNMENT:
The agreement with Sports Innovators supports Strategic Priority 1 – Arts, Culture and Recreation, and contributes to Goal 1.2 to “Enhance equitable access to arts, culture and recreational service offerings” and Goal 1.5 “Support programs and amenities to further develop literacy, health and education of children, youth and seniors throughout the community.” This action aligns with each of the Cross-Cutting Threads as follows:
Community Trust – Sports programming benefits children and youth across the City, by providing opportunities to further develop health.
Equity – PRCSD offers sports programming across the City and offers scholarships to low-income families, making it accessible to all.
Fiscal Responsibility – This agreement contributes to PRCSD’s sports programming, which generates revenue for the General Fund.
Innovation – Agreements for sports programming services allows PRCSD to provide a large array of sports programming throughout the City, it would not be able to offer, if it relied on staff alone.
Sustainability & Resiliency – Sports programming generates revenue ensuring services can continue to be provided throughout the community.
FISCAL IMPACT:
The total fiscal impact of the action is $24,060. Sufficient funds are budgeted and available in the General Fund, Park & Recreation, Recreational Services account no 5205000-421040. Future amendments will be negotiated between Sports Innovators, Inc. and PRCSD staff. Appropriations for future fiscal years will be included in the Department’s Budget submissions for those fiscal years to be presented to the City Council for approval.
