RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AUTHORIZING THE SUBMISSION OF APPLICATION AND ACCEPTANCE OF GRANT AWARD FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY THROUGH THE CALIFORNIA OFFICE OF EMERGENCY SERVICES FOR THE FISCAL YEAR 2022 URBAN AREA SECURITY INITIATIVE (UASI) GRANT PROGRAM AND AUTHORIZING THE EXECUTION OF THE NECESSARY DOCUMENTS BY THE CITY MANAGER, OR HIS DESIGNEE; AND AMENDING THE BUDGET FOR FISCAL YEAR 2022-2023, 2023-2024, AND 2024-2025 ACCORDINGLY.
WHEREAS, the U.S. Department of Homeland Security (the “Grantor”), through the State of California Office of Emergency Services, has heretofore invoiced public agencies, including the City of Riverside (“City”), to submit applications to the Grantor for the Fiscal Year 2022 Urban Area Security Initiative (UASI) Grant Program (the “Grant”); and WHEREAS, the City is familiar with the terms, conditions and limitations of any such Grant; and WHEREAS, the City is willing and able to conform to each of the terms, conditions, and limitations imposed upon any such Grant to the City; and WHEREAS, the City desires to apply for, and upon grant award, accept the grant award from the Department of Homeland Security in the amount of Three Million One Hundred Seventy-Eight Thousand Five Hundred Dollars ($3,178,500); and WHEREAS, the City Council desires to amend the annual budget of the City to reflect and incorporate the Grant so awarded to the City, and to increase the annual appropriations and expenditures in the appropriate City program to reflect such award.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, as follows:
Section 1: The City Manager, or his designee, are hereby authorized to submit a grant application for and on behalf of the City of Riverside, in the amount of Three Million One Hundred Seventy-Eight Thousand Five Hundred Dollars ($3,178,500), and is hereby authorized to execute all actions necessary for the purpose of obtaining federal financial assistance provided by the United States Department of Homeland Security and sub-granted through the State of California, including any extensions and amendments thereof.
Section 2: The City Council of the City of Riverside hereby agrees to, and by this resolution, does accept the Grant funds in the amount of Three Million One Hundred Seventy-Eight Thousand Five Hundred Dollars ($3,178,500) awarded to the City of Riverside.
Section 3: The City of Riverside hereby agrees to comply with each and all of the terms, conditions, and limitations imposed by the Grantor upon said Grant, and the City of Riverside City Manager, or his designee, are hereby authorized and directed to execute the Signature Authority document attached as well as any agreements, assurance, or other documents as may be necessary in connection with acceptance and implementation of said Grant as may be required by the Grantor.
Section 4: The annual budgets of the City of Riverside for fiscal years 2022-2023, 2023-2024 and 2024-2025 are hereby amended by increasing the appropriations and authorized expenditures in such amount as is equal to the amount of Grant funds to be received by the City.
