Under existing California law, a member of a board or commission may not make, participate in making, or attempt to influence a governmental decision if it is reasonably foreseeable that the decision could have a material financial effect on that member, the member’s immediate family, or any of his or her financial interests. There is also a special category of conflicts of interest which strictly forbids members and/or their employers from having financial interests in city contracts.

Careful consideration should be given to this issue and applicants are encouraged to contact the City Clerk’s Office if they have any questions.

The background check consists of completion of a Background Personal Information form, live scan fingerprint process through the FBI and Department of Justice, a local police records check, a records check of the National Crime Information Center (NCIC), and a DMV records check that includes vehicles registered to the applicant. The DMV records check relates to City liability issues since Commissioners occasionally rive their personal vehicles to public outreach events. Interests & Experiences
WHY YOU WANT TO SERVE ON A CITY BOARD OR COMMISSION:

I am deeply interested in resource use and environmental sustainability. I am especially interested in the rapid transition that utilities are undertaking to carbon neutral energy sources as mandated by CA law. I think there are incredible opportunities for Riverside that can be beneficial both to ratepayers and to the environment. I am also interested in water use and conservation as well as waste management. As Associate Faculty Director of Sustainability at UCR, I have been involved with monitoring our energy, water and waste and making decisions about investments and conservation, and coordinating efforts with the City of Riverside and RPU.

EXPERIENCE OR SPECIAL KNOWLEDGE PERTAINING TO AREA(S) OF INTEREST:

I have a B.S. in Applied and Engineering Physics and a PhD in Physics. I teach a popular, large (400+ student) course at UC Riverside on energy and the environment, which covers how we use energy, sources of energy, and the environmental impacts of each source. I am the Associate Faculty Director of Sustainability at UC Riverside, a new role at UCR that began in 2018. In this role, I am coordinating sustainability outreach, curriculum, and research on the UCR campus. This has included monthly or quarterly discussions and collaborations with the City of Riverside and Riverside Public Utilities, most recently with the Riverside Green Summit in Oct. 2019. This has also included working toward the University of California's carbon neutrality by 2025 initiative. Finally, I am the chair of the sustainability working group for UCR's long range development plan, which determines how they can appropriately use physical space, infrastructure and resources in the next 15 years. This has included engagement with stakeholders in the community.

Interests & Experiences
WHY YOU WANT TO SERVE ON A CITY BOARD OR COMMISSION:

I consider Riverside my hometown, even though I was not raised here. I have been a resident for twelve years. My husband and children were all born in Riverside. We have many friends and family members who live and work in the city. We appreciate the quality of schools in Riverside Unified School District, the general safety of the community, and numerous opportunities to enjoy our free time. The City of Riverside has a small town feel for us. We would not raise our children anywhere else. Being active in the community is very important to my family. Although it is difficult to balance a full time career and raising a family with being involved in community service, I manage to find the time to participate in the various organizations I am affiliated with in the community. I want to demonstrate to my children the value of being engaged in the community we call home. I believe my professional experience will enable me to quickly acclimate, and therefore, provide valuable service immediately to the city's public utilities board, staff and rate-payers.

EXPERIENCE OR SPECIAL KNOWLEDGE PERTAINING TO AREA(S) OF INTEREST:

I have negotiated with various franchise organizations, including solid waste and natural gas (SoCal Gas) on franchise agreement contracts. I have negotiated with petroleum product suppliers on service delivery and cost. I have collaborated and coordinated community events, including community cleanup projects, with solid waste companies.

Interests & Experiences
WHY YOU WANT TO SERVE ON A CITY BOARD OR COMMISSION:

My father, Clare, started the family tradition of service to the Riverside community, serving on the Planning Commission, as Chamber of Commerce President, and as Congressman Tunney's Field Representative. I want to continue that tradition. Climate Change is the single most important issue our society will have to face. As a municipal utility, RPU is poised to be a leader in confronting this issue. I want to be a part of that challenge.

EXPERIENCE OR SPECIAL KNOWLEDGE PERTAINING TO AREA(S) OF INTEREST:

I believe I would bring many skills to the Board. Like all small business owners, I deal with a wide variety of issues, forcing me to know a little bit about many business subjects. I also know when I’m in over my head, and how to seek expert advice. I have had occasion to interface with RPU and other utilities, as a developer and customer, and would bring that perspective to the Board. And I would bring my skill at serving on non-profit boards. Although the organizations I have served with have been relatively small, I believe I have learned significant lessons regarding board leadership.

EDUCATIONAL BACKGROUND:

I graduated cum laude from California Polytechnic University, San Luis Obispo with a B.S. in Architectural Engineering.

OCCUPATIONAL EXPERIENCE:

I’m a partner with my brother and sons in a small family owned real estate development company. My father had started the company as a plumbing contractor, but we were also licensed as a general contractor until my brother’s retirement from day-to-day operations. I designed and constructed our 25 acre industrial park in Desert Hot Springs, and also smaller industrial and residential projects in Riverside.

We also own and manage 170 apartment units, vacant land and two smaller industrial complexes in Riverside. We employ nine people. In addition to being a licensed Civil Engineer, I’m also licensed as a Real Estate Broker. I plan to retire from day-to-day operations in January, 2020.

To Whom It May Concern
Subject: Thomas H. Safford, P.E.

March 24, 2011
I have known Tom Safford for approximately 22 years with 17 of those years at Western Municipal Water District as co-employees. Prior to coming to Western I was a civil engineering consultant and interacted with Tom on development projects needing plan approval within Western's area.

While at Western Tom served in several roles. These ranged from Supervising Engineer, Principal Engineer/Safety Officer, and Project Manager of Special Assignments. Given his education, experience and work ethic, he was able to work on a vast variety of Issues. Examples Include development of Westem's Safety Program, assisting in the transition of Western taking over the water and sewer utilities of March Air Reserve Base, and many capital improvement projects such as pipelines, pumps and tanks.

In my opinion Tom's greatest strength is his cooperative nature and willingness to tackle new assignments. He has a very good nature about himself making it comfortable for co-workers, customers, developers and regulators to work well with him. His people skllls have been honed by years of work experience, service on a variety of Boards and Commissions, and active Involvement In industry associations. This skill set applied to projects is an asset. He also has the ability to listen and develop positions for decision-making which is a valuable resource to any organization.

Tom has always shown a high level of professionalism, Is dedicated to the organization he works for, and has a strong work ethic. In fact It was an odd day that Tom wasn't the first person at work each day.

You don't work at one organization for 27 years without adding value and being committed to what you do. Tom did both.

Tom has a vast amount of experience, excellent people skills, ablllty to make sound decisions, and can bring value to efforts he ts engaged with . He is a quick learner and from my experience with him, would expect that he would quickly become an asset.

Should you have any questions, please feel free to contact me at or at .

Best Regards,
JEFFREY 0. SIMS, P.E.

Accompanying this letter is the renewal of application for service on the City of Riverside Planning Commission, Board of Public Utilities, or Airport Commission as requested in your letter of August 20, 2013. My preference would be for appointment to the Planning Commission but feel qualified to serve on any of the three named. I am interested in serving on thes e panels as a way of contributing to the future of Riverside as well as a return to a City that has served the Safford family very well for many years.

Please note that in addition to university degrees in management and engineering, I have lately retired after working for twenty-seven years as a senior staff engineer/project manager for Western Municipal Water District. I am also a military veteran and a former licensed private pilot . I have worked directly with many of the staff of the City of Riverside to include Mr. Todd Jorgenson, Water Operations Manger and Mr. Ken Gutierrez , former Director of Planning (and current interim Councilperson). Both of these individuals can attest to my professional experience and my working relations with the City of Riverside. More recently, I have worked with Mr. Paul Hamilton, Senior Plans Examiner of your Community Development Department in my role as an Elder and volunteer manager for an ADA Restroom installation project and City mandated Backflow Prevention Device Installations project for Magnolia Presbyterian Church in Riverside.

Thank you for the opportunity to renew my application to serve.

Interests & Experiences
WHY YOU WANT TO SERVE ON A CITY BOARD OR COMMISSION:

While planning our family’s move to Riverside fifteen years ago, I remarked to my husband in our tiny Illinois kitchen how I felt already connected to the city as I interacted with community groups found on the city’s website. I have not been proved wrong that Riverside would become our hometown. Since moving to Mission Grove in Ward 4, I have become involved in Riverside through PTA, National Charity League, and as a chemist and head of outreach for the Department of Chemistry at UCR. Through NCL, I have had the pleasure of engaging in many city activities, and recently heard the call of Mayor Lock Dawson who encouraged her fellow NCL members to become involved on Boards and Commissions. I am interested in using my scientific, analytical background to serve the city by helping RPU grow and adapt with Riverside and a rapidly changing California. RPU is a resource that gives Riverside a competitive advantage for job growth, and our Green Riverside initiative showcases our leadership in sustainability.

My goal as a Board member would be to process disparate data sources (community needs, economic impact, environmental regulations, state mandates) and help communicate that data effectively to the city and our residents so RPU remains a leading asset for our community.

EXPERIENCE OR SPECIAL KNOWLEDGE PERTAINING TO AREA(S) OF INTEREST:

I have strong analytical and problem-solving skills developed over my 30-year career in academia and as a consultant for international personal care corporations. I enjoy working with a team to solve complex problems, while simultaneously distilling information so it can be communicated to a wider audience. My interest in resource management has lasted since I began my career as a chemist for the Louisiana- Pacific pulp mill in Humboldt County in the 1990s, which continues today as an avid reader of California resource news.

EDUCATIONAL BACKGROUND:

PhD, Chemistry, University of California, San Diego, 1998.

OCCUPATIONAL EXPERIENCE:

Here, I will refrain from repeating expertise that can be found on my attached C.V.

Instead, I would like to
illustrate my commitment to problem solving and community engagement.

As a parent, I saw a lack of
understanding of the scientific method and poor participation in the RUSD science and engineering fair at Taft Elementary, our neighborhood school.

I built a relationship between UCR Chemistry and Taft's 1st, 3rd, and 4th grades that provides a multi-year effort, circling back to reinforce themes of the scientific method, states of matter and electricity and magnetism.

By bringing in a great group of motivated
undergraduate and graduate students, all with unique backgrounds, including some formerly undocumented students, the Taft students get an opportunity to learn from young scientists and dare to dream big.

We culminate the program with a trip to UCR for all of 4th grade, including "Lunch at Lothian," which is a true highlight.

I cannot tell you the number of times I have heard "I'm going to college" after the kids see the dessert station.

I use this as an example to showcase my interest and ability in problem solving and giving back to my community by enlisting the resources at hand.

COMMUNITY POLICE REVIEW COMMISSION
CPRC applicants must undergo a limited background check by the Police Department prior to serving on the Commission due to the sensitivity and confidentiality of the materials you will review that have certain legal restrictions. The background check takes approximately two weeks to complete.
