City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: FEBRUARY 21, 2023 FROM: FIRE DEPARTMENT WARDS: ALL
SUBJECT: AWARD BID NO. 7934 TO LOGOS IMAGING, LLC FOR THE PURCHASE OF ONE X-RAY SYSTEM USED BY BOMB SQUADS TO DETECT IMPROVISED EXPLOSIVE DEVICES FOR THE POLICE DEPARTMENT TECHNICAL SERVICES UNIT IN THE AMOUNT OF $62,149.06 ISSUES:

Award Bid No. 7934 to LOGOS Imaging, LLC of Windsor, Colorado for the purchase of one X-ray imaging system used by bomb squads to detect improvised explosive devices in the amount $62,149.06 using the Riverside Urban Areas Security Initiative (UASI) grant award accepted by City Council on February 2, 2021.

RECOMMENDATIONS:

That the City Council award Bid No. 7934 for the purchase from LOGOS Imaging LLC for one X-ray imaging system used to detect improvised explosive devices in the amount of $62,149.06.

BACKGROUND:

The Department of Homeland Security (DHS) offers the Urban Area Security Initiative (UASI) program to enhance regional preparedness high-threat, high-density areas and provides funding opportunities every fiscal year to address the unique multi-discipline planning, operations, equipment, and training needs to these areas as it relates to terrorism prevention, protection, mitigation, response, and recovery.

On February 2, 2021, the City Council approved acceptance of the FY 2020 Urban Areas Security Initiative (UASI) in the amount of $2,894,500, for regional training activities, equipment, staff salaries, Community Emergency Response Team (CERT) program materials, and Office of Emergency Management Critical Infrastructure Assessment program.

DISCUSSION:

The Riverside Police Department (RPD) owns and operates two ‘Logos’ X-ray systems that are approximately 10 years old. Currently, the primary X-ray imaging system operated by the Riverside Police Bomb Squad has been discontinued by the manufacturer and will no longer be supported by the vendor in the next year and a half. These are the larger, primary truck mounted systems that are used for the bulk of bomb squad responses. Having a functional X-ray system is one of the requirements by the FBI to certify bomb Squads. The proposed system is used by the Hazardous Devices School and all the bomb technicians in the region are being trained on its use by the FBI. Most IED render safe operations cannot take place without a good, modern, and functioning X-ray system.

The Riverside Police Department is seeking to update one of the two outdated X-ray systems for better interoperability among bomb squads and would like to purchase the Logos X-ray imaging system in the amount of $62,150. Purchasing from Logos Imaging ensures that the equipment is new, in good working order, and will ensure the Riverside Police Bomb Squad maintains its certification and is well equipped to deal with improvised explosive device (IED) threats in the region.

In accordance with Purchasing Resolution No. 23914, Bid No. 7934 was released on October 5, 2022, with a total of five prospective bidders. LOGOS Imaging LLC submitted the only response and were found to be responsive and responsible, with a bid submission of $64,825.81. A best and final offer was submitted to the vendor on December 8, 2022, and LOGOS Imaging LLC agreed to lower their bid to $62,149.06.

The Purchasing Manager concurs that the recommendation complies with the Purchasing Resolution No. 23914.
