SUBJECT: AWARD BID NO. 7952 TO ISSA ELECTRIC, INC. FOR THE MOUNT RUBIDOUX WALL/ROAD EROSION REPAIRS PROJECT IN THE AMOUNT OF $286,108.80; AND AUTHORIZE A 10% CHANGE ORDER AUTHORITY UP TO $28,610.88 ISSUE:

Award Bid No. 7952 to Issa Electric, Inc., for the Mount Rubidoux Wall/Road Erosion Repairs Project in the amount of $286,108.80; and authorize a 10% change order authority up to $28,610.88.

RECOMMENDATIONS:

That the City Council:

Award Bid No. 7952 to Issa Electric, Inc., of Riverside, California, in the amount of $286,108.80 for the installation of the Mount Rubidoux Wall/Road Erosion Repairs Project; Authorize 10% change order authority in an amount up to $28,610.88 for project changes including, but not limited to, unforeseen conditions or necessary design changes, for a total contract amount of $314,719.68; and Authorize the City Manager, or designee, to execute a Construction Agreement with Issa Electric, Inc., of Riverside, California, including making minor and non-substantive changes.

BACKGROUND:

Mount Rubidoux Park covers 161 acres and features 3.5 miles of paved trail and several dirt hiking trails which is open to pedestrians from dawn until dusk.

On June 6, 2017, the City adopted Resolution No. 23184, authorizing agents of the City of Riverside to file applications and requesting release of funds for federal assistance from the Federal Emergency Management Agency (FEMA), the California Office of Emergency Services (CalOES) and/or state financial assistance under the California Disaster Assistance Act.

On February 14, 2019, high surface runoff from heavy rain events eroded the native embankment supporting the asphalt roadway and the grouted armoring protecting the roadway in three locations, along with a grouted stone retaining wall at a 4th location along the existing recreational trail.

On May 24, 2019, the City submitted a Request for Public Assistance application with the Federal Emergency Management Agency (FEMA) for the repairs of erosion damage at Mount Rubidoux Park.

On May 19, 2020, the Federal Management Agency (FEMA) approved the application by the City of Riverside for the Mount Rubidoux Road Erosion Repairs and Mount Rubidoux Wall Erosion Repairs projects in the amount of $352,335.34.

On November 16, 2021, the City of Riverside entered into a consultant agreement with Michael Baker International, Inc. for the planning and design of the Mount Rubidoux Wall/Road Erosion Repairs Project in the amount of $110,966.75.

DISCUSSION:

On December 23, 2022, the Purchasing Division posted Bid No. 7952 on the City’s website for the construction of improvements on the Mount Rubidoux Wall/Road Erosion Repairs Project, including but not limited to asphaltic concrete paved trail repairs, gabion baskets for erosion control, and repairs/refurbishment of an existing historic retaining wall at the top of the mountain that failed.

On January 20, 2023, four bids were received. Per the attached Bid Award Recommendation, the lowest responsive and responsible bidder is Issa Electric Inc., of Riverside, California. Staff’s review of this bidder’s references has elicited no negative information. Further, the State Contractor’s Licensing Board records indicate that this bidder’s license is current, active, and in good standing.

The Parks, Recreation and Community Services Department (PRCSD), therefore, recommends that a construction contract in the amount of $286,108.80 be awarded to Issa Electric Inc., for the Mount Rubidoux Wall/Road Erosion Repairs Project for Base Bid Items I-A and I-B.

Additive Bid Item II-A for the purchase and installation of chain link fencing will not be awarded because the City permit plan check indicated it is not required. Also, Mt. Rubidoux is a City historic landmark and a chain link fence would detract from its historic character.

This project is expected to start construction in March, 2023 and be completed by May, 2023.

The Purchasing Manager concurs that the recommendation to award Bid No. 7952 to Issa Electric, Inc. is in compliance with Purchasing Resolution No. 23914.

STRATEGIC PLAN ALIGNMENT:

The work contributes to Strategic Priority 1 – Arts, Culture and Recreation, and Goal 1.3, to improve parks, recreational amenities, open space, and trail development, and fulfill critical lifecycle and facility maintenance needs, and Goal 1.4, to prioritize safety at parks, trails, arts, cultural and recreational facilities.

This project aligns with each of the five Cross-Cutting Threads as follows:

Community Trust – The City requested FEMA funding aid when the erosion damages had been discovered. These repairs will prevent risk to public health, safety, and further environmental damages.

Equity – Mount Rubidoux Park offers free paved hiking trails and recreational opportunities to all members of the public.

Fiscal Responsibility – The purchasing of all services for this project is in accordance with Purchasing Resolution No. 23256. The grant funding obtained for this project is in accordance with the FEMA application authorizing Resolution No. 23184 and only requires a 25% City “match”.

Innovation – Repair of the erosion damages at Mount Rubidoux ensures that the recreational opportunities offered by the free hiking trails desired by the public are provided.

Sustainability & Resiliency – This project contributes to repairing existing City facilities and amenities, which encourages and provides access to healthy exercise opportunities for all City of Riverside residents.

FISCAL IMPACT:

The total fiscal impact of the action is $314,719.68. The estimated construction project award, including construction contingency, are outlined in Table 1 and the available funding is outlined in Table 2.
