PRESENT: Mayor Lock Dawson and Counc ilmembers Edwards, Cervantes, Fierro, Conder, Perry, and Hemenway and Councilwoman Plascencia
ABSENT: None
Mayor Lock Dawson called the meeting to order at 9:02 a.m.
ORAL COMMUNICATIONS FROM THE AUDIENCE
Malissa McKeith spoke regarding training on conducting meetings particularly the Board of Public Utilities.
INTERVIEWS
BOARD OF ETHICS CITYWIDE SEATS
The Mayor and City Council interviewed Beth M. Hill-Skinner, Alycia M. Benson, Kelechi E.
Azubuike, Sandy R. Tarmo, and Gustavo Garcia Jr. for the two Citywide seats on the Board of Ethics for the terms ending March 1, 2027.
Following discussion, it was moved by Mayor Lock Dawson and seconded by Councilmember Conder to appoint Beth M. H ill-Skinner and Gustavo Garcia Jr., to the two Citywide seats on the Board of Ethics for the terms ending March 1, 2027. The motion carried unanimously.
Councilmember Hemenway left the meeting at this time.
BOARD OF PUBLIC UTILITIES CITYWIDE SEAT
The Mayor and City Council interviewed Kerry M. Hanson, Brian D. Siana, Ronald T. Brees, and Sandra Policetti for the Citywide seat on the Board of Public Utilities for the term ending March 1, 2025.
Following discussion, it was moved by Mayor Lock Dawson and seconded by Councilmember Cervantes to appoint Brian D. Siana to the Citywide seat on the Board of Public Utilities for the term ending March 1, 2025. The carried with Mayor Lock Dawson, Councilmembers Edwards, Cervantes, Fierro, Perry, and Councilwoman Plascencia voting aye, Councilmember Conder voting no and Councilmember Hemenway absent.

BOARD OF ETHICS WARD 4
The Mayor and City Council interviewed Natalie M. Gomez for the Ward 4 seat on the Board of Ethics for the terms ending March 1, 2027.
Following discussion, it was moved by Councilmember Conder and seconded by Councilmember Fierro to appoint Natalie M. Gomez to the Ward 4 seat on the Board of Ethics for the term ending March 1, 2027.
Following further discussion, a substitute motion was made by Councilmember Edwards and seconded by Councilmember Cervantes to appoint Alycia Benson to the Ward 4 seat on the Board of Ethics for the term end ing March 1, 2027. The motion carried with Mayor Lock Dawson, Councilmembers Edward s, Cervantes, Fierro, and Councilwoman Plascencia voting aye, Councilmembers Conder and Perry voting no and Councilmember Hemenway absent.
PLANNING COMMISSION CITYWIDE SEAT
The Mayor and City Council interviewed Launa K. Wilson, Mark D. Berg, Tina Patel, Robin C. Treen, and Thomas H. Safford for the Citywide seat on the Planning Commission for the term ending March 1, 2024.
Following discussion, it was moved by Mayor Lock Dawson and seconded by Councilmember Cervantes to appoint Launa K. Wilson to the Citywide seat on the Planning Commission for the term ending March 1, 2024.
Following further discussion, a substitute motion was made by Councilmember Perry and seconded Councilmember Conder to appoint Robin Treen to the Citywide seat on the Planning Commission for the term ending March 1, 2024. The motion failed with Councilmembers Conder and Perry voting aye, Mayor Lock Dawson, Councilmembers Edwards, Cervantes, Fierro, and Councilwoman Plascencia voting no and Councilmember Hemenway absent
Subsequently, the original motion carried to appoint Launa K. Wilson to the Citywide seat on the Planning Commission for the term ending March 1, 2024, with Councilmembers Edwards, Cervantes, Fierro, Perry, and Councilwoman Plascencia voting aye, Councilmember Conder voting no, and Councilmember Hemenway absent.
