COMMUNITY POLICE REVIEW COMMISSION
CPRC applicants must undergo a limited background check by the Police Department prior to serving on the Commission due to the sensitivity and confidentiality of the materials you will review that have certain legal restrictions. The background check consists of completion of a Background Personal Information form, live scan fingerprint process through the FBI and Department of Justice, a local police records check, a records check of the National Crime Information Center (NCIC), and a DMV records check that includes vehicles registered to the applicant. The DMV records check relates to City liability issues since Commissioners occasionally rive their personal vehicles to public outreach events. The background check takes approximately two weeks to complete.

Under existing California law, a member of a board or commission may not make, participate in making, or attempt to influence a governmental decision if it is reasonably foreseeable that the decision could have a material financial effect on that member, the member’s immediate family, or any of his or her financial interests. There is also a special category of conflicts of interest which strictly forbids members and/or their employers from having financial interests in city contracts.

Careful consideration should be given to this issue and applicants are encouraged to contact the City Clerk’s Office if they have any questions.

NOTICE REGARDING INCOMPATIBLE OFFICES
Under existing California law, no member of City boards or commissions may simultaneously hold two public offices that are incompatible. (California Government Code Section 1099) Offices are incompatible if one of the offices has supervisory, auditory or removal power over the other, if there would be any significant clash of duties or loyalties between the offices, or if public policy considerations make it improper for one person to hold both offices.

Under existing California law, a member of a board or commission may not make, participate in making, or attempt to influence a governmental decision if it is reasonably foreseeable that the decision could have a material financial effect on that member, the member’s immediate family, or any of his or her financial interests. Oct 2021 – Jan 2022
May 2009 – March 2020
Dogon Behavioral Medical Group
 Communicated, represented and promoted the consumer and families/caregivers' perspective within the mental health system.
 Improved language skills to better assist the Spanish speaking community in accessing mental health services. The mothers were particularly grateful. They generally appreciated the effort, and gave much needed encouragement to continue.
 Advocated for and supported Spanish speaking patients who received services at our office. It was difficult enough for them to articulate their needs without having to rely on children who were simply too young to properly translate.
 Supported the appropriate recognition, acceptance, and understanding of social and cultural factors.
 Developed effective working relationships with agencies and organizations to advocate for consumer and family/caregiver empowerment. Specifically with Quality Improvement, and various juvenile social workers.
 Helped prepare and support clients and families/caregivers at formal and informal hearings.

Prepared court requests for juveniles in care to be prescribed psychotropic medication.  Helps consumers and those who support them to articulate their needs. That included group homes, foster care agencies, assisted living facilities, and family members.  Focuses on and is sensitive to consumer and family/caregiver satisfaction with the services received and general satisfaction with mental health services.  Documents all activities as required. Made a habit of charting certain interactions with patients.

That was crucial in preventing miscommunication. What staff says is not always what patients hear, and vice versa.
 Primary responsibilities included maintenance of company intranet and workstations.

 Researched and advised on purchase of new EHR software to comply with Affordable Care Act of 2009. Vastly improved providers’ ability to document patient interactions, track patient progress, and communicate with each other regarding shared patients.  Researched and deployed touchscreen kiosk systems and patient portal for patient sign in.  Worked with staff and providers to develop and implement user policies.  Configured and deployed an office domain to enforce said user policies.

Interests & Experiences
WHY YOU WANT TO SERVE ON A CITY BOARD OR COMMISSION:

At the risk of sounding cliché, I want to give back to the community that has given me so much— my hometown that raised and educated me. This community made me the man that I am today. I believe that serving on a city commission is the best way for me to apply my talents and experience to help foster, to quote the Mayor’s State of the City, the “disciplined action” needed to take Riverside from a good city to a better one. I’ve learned from my work in local government where in my undergraduate career I worked with former Mayor Ron Loveridge on my bankruptcy recovery project to the work I do today in the areas of housing and homelessness. If it is possible to list a preference list for the committees I am applying for, it is as follows: Budget Engagement Commission, Planning Commission, and the Community Police Review Commission. Thank you for your time and for considering my application for the city boards and commissions.

EXPERIENCE OR SPECIAL KNOWLEDGE PERTAINING TO AREA(S) OF INTEREST:

Budget Refer to Supplemental Document attached for the Budget Engagement Commission. Planning There are three areas of expertise I can bring to the table regarding the planning commission. First, during my undergraduate training, I spent two years studying municipal bankruptcy recovery in the state of CA. My research focused on the cities of San Bernardino, Stockton, and Vallejo. I spent countless hours not only reading through the various proposals and court documents about their bankruptcies, but I also spent time on the ground in those cities where I spoke with residents, small business owners, city council members, mayors, city managers, and economic development managers. In these meetings, I learned the importance of place; how you design a city matters. Recognizing the assets of the city, and ensuring those assets are maintained and utilized is a recipe for economic development. Following my undergraduate work, I spent time working for the CA State association of counties where I was trained on various aspects of local planning control and learned how various ordinances and codes impact the construction of business and housing. My current work focuses on research in housing and homelessness. As we all know, CA, along with many other jurisdictions, is facing a housing crisis. So much so that there are some jurisdictions that have fallen under a “builder’s remedy” because those jurisdictions have not completed an acceptable housing element. Therefore, builders are free to file for nearly anything that complies with state law. While the planning commission is not tasked with creating housing, it is still a part of the process in the construction of new housing, among other things. I believe my work would allow me to assist in the process of approving new housing while still ensuring that the character of neighborhoods are being maintained, along with other issues, such as traffic concerns.

Community Police Review Commission My preparation for this role stems from my time as a research coordinator for the Robert Presley Center for Crime and Justice Studies. In this role, I was trained in various aspects of public safety, something I have maintained through other research roles. My goal if awarded this position is to maintain the current level of safety citizens feel about their city’s civil servants, and to improve in areas in which we need work. Our communities need support and safety, something I’m determined to help facilitate.

Question applies to Community Police Review Commission
