Under existing California law, a member of a board or commission may not make, participate in making, or attempt to influence a governmental decision if it is reasonably foreseeable that the decision could have a material financial effect on that member, the member’s immediate family, or any of his or her financial interests. There is also a special category of conflicts of interest which strictly forbids members and/or their employers from having financial interests in city contracts.

Careful consideration should be given to this issue and applicants are encouraged to contact the City Clerk’s Office if they have any questions.

NOTICE REGARDING INCOMPATIBLE OFFICES
Under existing California law, no member of City boards or commissions may simultaneously hold two public offices that are incompatible. (California Government Code Section 1099) Offices are incompatible if one of the offices has supervisory, auditory or removal power over the other, if there would be any significant clash of duties or loyalties between the offices, or if public policy considerations make it improper for one person to hold both offices.

Interests & Experiences
WHY YOU WANT TO SERVE ON A CITY BOARD OR COMMISSION:

At the risk of sounding cliché, I want to give back to the community that has given me so much— my hometown that raised and educated me. This community made me the man that I am today. I believe that serving on a city commission is the best way for me to apply my talents and experience to help foster, to quote the Mayor’s State of the City, the “disciplined action” needed to take Riverside from a good city to a better one. I’ve learned from my work in local government where in my undergraduate career I worked with former Mayor Ron Loveridge on my bankruptcy recovery project to the work I do today in the areas of housing and homelessness. If it is possible to list a preference list for the committees I am applying for, it is as follows: Budget Engagement Commission, Planning Commission, and the Community Police Review Commission. Thank you for your time and for considering my application for the city boards and commissions.

EXPERIENCE OR SPECIAL KNOWLEDGE PERTAINING TO AREA(S) OF INTEREST:

Budget Refer to Supplemental Document attached for the Budget Engagement Commission. Planning There are three areas of expertise I can bring to the table regarding the planning commission. First, during my undergraduate training, I spent two years studying municipal bankruptcy recovery in the state of CA. My research focused on the cities of San Bernardino, Stockton, and Vallejo. I spent countless hours not only reading through the various proposals and court documents about their bankruptcies, but I also spent time on the ground in those cities where I spoke with residents, small business owners, city council members, mayors, city managers, and economic development managers. In these meetings, I learned the importance of place; how you design a city matters. Recognizing the assets of the city, and ensuring those assets are maintained and utilized is a recipe for economic development. Following my undergraduate work, I spent time working for the CA State association of counties where I was trained on various aspects of local planning control and learned how various ordinances and codes impact the construction of business and housing. My current work focuses on research in housing and homelessness. As we all know, CA, along with many other jurisdictions, is facing a housing crisis. So much so that there are some jurisdictions that have fallen under a “builder’s remedy” because those jurisdictions have not completed an acceptable housing element. Therefore, builders are free to file for nearly anything that complies with state law. While the planning commission is not tasked with creating housing, it is still a part of the process in the construction of new housing, among other things. I believe my work would allow me to assist in the process of approving new housing while still ensuring that the character of neighborhoods are being maintained, along with other issues, such as traffic concerns.

Community Police Review Commission My preparation for this role stems from my time as a research coordinator for the Robert Presley Center for Crime and Justice Studies. In this role, I was trained in various aspects of public safety, something I have maintained through other research roles. My goal if awarded this position is to maintain the current level of safety citizens feel about their city’s civil servants, and to improve in areas in which we need work. Our communities need support and safety, something I’m determined to help facilitate.

VOULNTEER LEADERSHIP EXPERIENCE
Audeamus, University Honors, University of California, Riverside Executive Editor, April 2016–June 2017 / Interim Social Media Lead Marketer, January 2015–June 2015 / Editor, October 2014–June 2017
Audeamus is a UC-Wide interdisciplinary honors journal that will publish “anything that can be reprinted on paper.” As Social Media Lead Marketer I was tasked with creating social media posts on Facebook in order to keep our readers informed about the progress of the coming year’s publication. As Executive Editor, I served as the primary assistant to the Editor-in-Chief. I was tasked with planning our quarterly Open Mic Night and building relationships with faculty and staff in every department at UC Riverside. In addition, I represented the journal at conferences, such as the National Collegiate Honors Conference in October 2016. Furthermore, during all of these years I also served as editor on the editorial board working on everything–submission acceptance to copy editing.

Kaiser High School ASB, Fontana CA
Executive Producer / Social Media Consultant, September 2010–Present These positions trained me to manage fast paced stressful situations. I am charged with running all media (pre-game shows, half-time shows, etc.) by coordinating with large groups such as band, cheer squad, announcement staff, and ASB itself. On occasions, I serve as MC of the night where I announce the games in front hundreds of people.

The background check consists of completion of a Background Personal Information form, live scan fingerprint process through the FBI and Department of Justice, a local police records check, a records check of the National Crime Information Center (NCIC), and a DMV records check that includes vehicles registered to the applicant. The DMV records check relates to City liability issues since Commissioners occasionally rive their personal vehicles to public outreach events.

Do you currently hold a position as an appointed or elected member of a governmental board, commission, committee, or other body?

Community Police Review Commission

COMMUNITY POLICE REVIEW COMMISSION
CPRC applicants must undergo a limited background check by the Police Department prior to serving on the Commission due to the sensitivity and confidentiality of the materials you will review that have certain legal restrictions. The background check takes approximately two weeks to complete.
