RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AMENDING RESOLUTION NO. 22451 KNOWN AS THE MASTER PARKING SCHEDULE RESOLUTION TO ESTABLISH A NO PARKING ANYTIME ZONE ON FILLMORE STREET.
WHEREAS, the Public Works Department received requests from the Rancho Riverside Mobile Home Community, located at 3701 Fillmore Street, to establish a permanent timed No Stopping zone on the west side of Fillmore Street from Magnolia Avenue to 850 feet southerly thereof to address concerns related to motorists stopping in this previously unimproved vacant area to loiter, engage in partying and/or illegal and illicit activity during nighttime and early morning hours; and WHEREAS, the establishment of the proposed timed No Stopping zone would permanently restrict parking and stopping within the designated segment of Fillmore Street; and WHEREAS, the restriction would serve to reduce or eliminate loitering, illegal and illicit activity, noise, littering, and area resident safety concerns; and WHEREAS, the April 5, 2023, Transportation Board meeting was cancelled by the Board Chairman due to lack of quorum and to avoid delays in the processing of this request, the item has been taken directly to City Council for consideration.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, as follows:
Section 1: The recitals set forth above are incorporated herein by reference.
Section 2: That the Master Parking Schedule is hereby amended by establishing a “No Stopping Anytime” zone on the west side of Fillmore Street from Magnolia Avenue to 850 feet southerly thereof.
Section 3: That the provisions of this resolution shall be operative only when signs are erected on that portion of the street set forth in Section 2 above, giving notice of the parking limitations or prohibitions herein established.
Section 4: The provisions of this amendment shall be operative as of the date of adoption of this resolution.
