RESOLUTION NO.
A RESOLUTION OF THE CITY OF RIVERSIDE, CALIFORNIA, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE TRANSFORMATIVE CLIMATE COMMUNITIES PLANNING GRANT PROGRAM ADMINISTERED THROUGH THE CALIFORNIA STRATEGIC GROWTH COUNCIL AND AUTHORIZING THE EXECUTION OF ALL REQUIRED DOCUMENTS BY THE CITY MANAGER OR DESIGNEE WHEREAS, the State of California Office of Planning and Research (the “Grantor”), through its Strategic Growth Council, has heretofore invited public agencies, including the City of Riverside (“City”), to submit applications to the Grantor for the Round 5 Transformative Climate Communities Program (the “Grant”) via a Notice of Funding Availability dated March 8, 2023. The Grant includes several subsidiary funding opportunities including a Planning Grant; and WHEREAS, in response to this Notice of Funding Availability, the City, a public entity, wishes to apply to the Grantor for, and receive an allocation of, Planning Grant funds; and WHEREAS, the City has determined that it is in its best interests to submit an application for Planning Grant funds to plan for future clean energy, smart growth, and development projects in-and-around the City’s Casa Blanca neighborhood; and WHEREAS, the City shall submit an application to the Grantor to participate in the Planning Grant program and for an allocation of funds of approximately Three Hundred Thousand Dollars ($300,000) to plan for future clean energy, smart growth, transportation, and development projects in-and-around the City’s Casa Blanca neighborhood; and WHEREAS, the City is familiar with the terms, conditions and limitations of any such Grant; and WHEREAS, the City is willing and able to conform to each of the terms, conditions, and limitations imposed upon any such Grant to the City; and WHEREAS, the Grantor must approve said application and will require the City to execute a Funding Agreement and other necessary documents upon approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, as follows:
Section 1: That the City Manager or designee is hereby authorized to execute an application for Planning Grant funds and any and all other necessary documents for the purpose of obtaining federal financial assistance provided by the State of California Office of Planning and Research through its Strategic Growth Council, including any extensions and amendments thereof.
Section 2: The City hereby agrees to comply with each and all of the terms, conditions, and limitations imposed by the Grantor upon said Grant, and the City Manager or designee is hereby authorized and directed to execute any applications, agreements, assurance, or other documents as may be necessary in connection with acceptance and implementation of said Grant as may be required by the Grantor.
