CERTIFICATE OF PARTICIPATION REFUNDING

NOTICE IS HEREBY GIVEN that the City Council of the City of Riverside (the "City") will hold a public hearing on June 27, 2023, at which time it will consider public testimony concerning the execution by the City of Riverside and the Riverside Public Financing Authority of a First Supplement to 2013 Installment Sale Agreement (the "ISA"), as well as the execution and delivery of the Riverside Public Financing Authority Local Measure A Sales Tax Revenue (Installment Sale) Refunding Certificates of Participation, Series 2023 (2013 Riverside Pavement Rehabilitation Project) (the "Certificates"), the proceeds of which will be applied to prepay certificates of participation that were executed and delivered in 2013 (the "2013 Certificates") for debt service savings. The 2013 Certificates were executed and delivered to finance certain road improvement and related projects in the City.

The Certificates are payable from installment payments made by the City to the Authority under the ISA, which installment payments are payable solely from certain amounts allocated by the Riverside County Transportation Commission and received by the City from a 0.5 percent retail transactions and use tax (Measure A) that is collected in the County of Riverside for a thirty-year period ending on June 30, 2039. Neither the faith and credit nor the taxing power of the City, the State of California or any political subdivision thereof will be pledged for the payment of the principal of or interest with respect to the Certificates.
All persons interested in this matter are hereby invited to appear at the time and place above specified to voice their opinions relating thereto. Persons unable to attend such hearing may forward their written statements relating to the matter to the City Clerk, City Hall, 3900 Main Street, Riverside, California 92522 or email [email protected]. Comments via the eComment feature at www.RiversideCa.gov/meeting may be submitted until 11 a.m. on Tuesday, June 27, 2023.
If you challenge any of the above proposed actions in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Clerk of the City of Riverside at, or prior to, the public hearing.
