Billing Guidelines – Authorizations and ExceptionsWith reference to the City’s Billing Guidelines: Law Firm will continue using “block” billing for time entries for both Riverside-specific and Six Cities matters (and any other matters in which Riverside participates as part of a client group). For time entries that consist of more than one task, Law Firm will denote the time spent on each individual task in parentheses. As an example, the following format would be an acceptable entry for a set of tasks totalling 1.0 hour: “Participate in conference call with A. Smith, counsel for XYZ Utility, re proposed agreement (.8); draft e-mail correspondence to Contact Attorney summarizing same (.2)”. Provided Law Firm denotes the specific amount of time spent by involved attorneys (consistent with the time entry practice described above), Law Firm may continue to reflect time for internal discussions among attorneys in the Law Firm Energy group. Law Firm will confirm with Riverside and/or members of the Six Cities group before involving Law Firm attorneys from other practice areas in Riverside and/or Six Cities matters. Law Firm is authorized to use paralegals from time to time, and the pre-authorization guideline does not apply to paralegal staffing. Law Firm will check with Riverside before spending more than four hours on a research project, although if the research project is ancillary to a FERC pleading or other project that Law Firm has communicated with Riverside and/or the Six Cities about, Law Firmwill assume that it is acceptable to perform the associated research even if more than four hours. Law Firm will check with Riverside before making arrangements to travel at the City’s expense. Law Firm will check with Riverside (and the rest of the Six Cities) before engaging any outside vendors to work on either Riverside or Six Cities’ matters. Law Firm may continue using GDS Associates for technical review of FERC rate filings by CAISO Participating TOs and continue using Systrends for e-Tariff filing services. With respect to the requirement for only one primary attorney in attendance at meetings, for Six Cities-related assignments, it is sometimes Law Firm’s practice to have more than one attorney attend certain CAISO-related meetings and certain meetings in connection with the CAISO Participating TOs’ TRRs annual updates. In general, such meetings involve matters that have a higher degree of complexity where the involvement of more than one attorney as part of a team means that the matter can be managed more effectively and efficiently. Law Firm may continue this practice. Law Firm will check with Riverside regarding attendance at other conferences, meetings, and hearings if more than one attorney is planning to attend on either Riverside or the Cities’ behalf.
