Chair Edwards convened the meeting at 3:01 p.m.

Patrick Maloney spoke regarding the Cares Act and Sober Living facility.
WORKSHOP
INCLUSIONARY HOUSING PROGRAM FEASIBILITY STUDY UPDATE
Following discussion, it was moved by Chair Edwards and seconded by Vice Chair Plascencia to (1) receive and order filed an update on the Inclusionary Housing Program Study for the City of Riverside, including preliminary recommendations on elements of a potential inclusionary housing ordinance; and (2) direct staff to forward the draft ordinance to the Planning Commission within the shortest possible time and then forward to City Council for final decision. The motion carried with Member Cervantes absent.

HOUSING AUTHORITY'S PROJECTS UPDATE
Following discussion and without formal motion, the Committee received and ordered filed an update on Housing Authority's projects.
COMMUNICATIONS
LEGISLATIVE UPDATE
The Committee received an update on legislation on various Assembly Bills including granting authority to local governments to set aside 10 percent of any locally required affordable housing units for artists within one-half mile of a state designated cultural district or within a locally designated cultural district.

SANTA ANA RIVER BOTTOM ENCAMPMENT RESPONSE PLAN UPDATE
Following discussion and without formal motion, the Committee received and ordered filed an update on the Santa Ana River Bottom Encampment Response Plan.

Following discussion and without formal motion, the Committee received and ordered filed an update on outreach worker.
NON-CONGREGATE SHELTER REQUEST FOR PROPOSAL UPDATE
Following discussion and without formal motion, the Committee received and ordered filed an update on the Non-Congregate Shelter Request for Proposal.
ITEMS FOR FUTURE COMMITTEE CONSIDERATION
There were no future items requested at this time.
Chair Edward reported that the County of Riverside has been awarded $12 million in State funding for the San Jacinto Riverbed encampment.
