Chair Edwards convened the meeting at 3:00 p.m.

Vice Chair Plascencia left the dais during the following item.
INFILL HOUSING DEVELOPMENT STRATEGIES UPDATE
Following discussion and without formal motion, the Committee (1) received and ordered filed the update on Infill Housing Development Strategies; (2) provided staff with direction to develop a Planned Residential Development Ordinance for small lot subdivisions in single-family zones and multi-family zones with special consideration of historic neighborhoods, administrative processes for 4 or fewer lots/units with potential Planning Commission review for sensitive areas within the City, a streamlined process for 15 lots/units or fewer, and to explore limits on unit sizes or number of bedrooms; and provided staff with further information on a potential density transfer programs with a focus on high quality transit areas; and (3) directed staff to forward to the draft Infill Development Ordinance to Planning Commission and City Council for further consideration.

NON-CONGREGATE SHELTER REQUEST FOR PROPOSAL UPDATE
Following discussion and without formal motion, the Committee received and ordered filed an update on the Non-Congregate Shelter Request for Proposal.
ITEMS FOR FUTURE COMMITTEE CONSIDERATION
Councilmember Cervantes requested a presentation on the CalEarth, the California Institute of Earth Art and Architecture regarding eco-friendly adobe homes.
