DISCUSSION:
Salary Adjustments:
Risk Supervisor, Legal Secretary, Law Clerk:
The City Attorney’s Office submitted a request to the Human Resources Department to conduct a salary study for all classifications within the department to determine if the salaries for classifications utilized in the City Attorney’s Office are within current market salary range. The Human Resources Department utilized an outside consulting firm, Creative Management Solutions, to conduct the salary survey. The City’s approved Labor Market Basket was used for this survey. Based on the results of the market survey, the following recommendations are provided: the Risk Supervisor is below market median by -5.26%. It is recommended that the Risk Supervisor be adjusted by the 5.26% to bring the salary to market median. The Legal Secretary is below market median by 2.10%. It is recommended that the Legal Secretary be adjusted by 9.62% to align the salary with the Executive Assistant classification salary range for internal parity with comparable classifications, to create an appropriate differential between the lower-level classification of Legal Support Specialist and build a promotional path within the series. The Law Clerk is below market median by -7.90%. It is recommended that the salary range be adjusted by the 7.90% to bring the salary to market median. There are a total of eight (8) incumbents (Risk Supervisor-1, Legal Secretary-7, Law Clerk-0). The proposed adjustments are illustrated below:

Fringe Benefit Revision:
The city conducted a Fringe Benefit Survey among the Market Basket Agencies, and the results of the survey supported an increase to the current monthly automobile allowance (Section 15-1) for executive classifications. The existing monthly amount is $350.00, and it is recommended to increase this monthly allowance to $500.00 to align with the Market Basket.
STRATEGIC PLAN ALIGNMENT:
Adopting the Resolution to amend the Master Fringe Benefits and Salary Plan to adopt the creation of new classifications and salary ranges contributes to the City of Riverside’s Strategic Priority of a High Performing Government, Goal 5.1: Attract, develop, engage and retain a diverse and highly skilled workforce across the entire City organization.
