RFP DESCRIPTION: The City of Riverside (the City/Owner/RWQCP) invites submissions from Public-Private Partnerships (P3) Entities who have qualified and moved to the Request for Proposal (RFP) stage. Therefore, those P3 Entities have demonstrated the interest, capacity, and experience to finance, design, construct, permit, commission, operate, maintain, and market for a proposed period of up to twenty (20) years a Biogas and Digestate Management Upgrading Facilities Project (Project) at the Riverside Regional Water Quality Control Plant (RWQCP).
