2 BACKGROUND
1. June 27, 2023 - City Council requested staff investigate a financial assistance program for solid waste customers
2. September 6, 2023 - Inclusiveness, Community Engagement and Governmental Processes Committee (ICGC) considered a preliminary program
3. September 19, 2023 - City Council approved new five-year rate plan
4. November 1, 2023 – ICGC recommended

7 DISCUSSION
1. The program is anticipated to serve
3,679 residential customers and would
be available Citywide
2. Cost to operate the program through
FY 23/24 is estimated at $83,100
3. The total cost of the five-year program
would be $1,104,425
4. A General Fund transfer is
recommended to fund the FY 23/24
program cost.

9 That the City Council:
1.Approve the establishment of a SHARE program to assist qualifying City of Riverside Solid Waste customers;
2.Authorize the SHARE program to be in effect as of November 1, 2023; and
3.With at least five affirmative votes, authorize the Chief Financial Officer, or designee, to record a supplemental appropriation and interfund transfer in the amount of $83,100 from the General Fund to the Refuse Fund for the purpose of funding the fiscal year 2023/24 cost of the SHARE program.
