PRESENT: Chair Cervantes, Vice Chair Perry, and Member Conder ABSENT: None

Chair Cervantes convened the meeting at 3:33 p.m.

DISCUSSION CALENDAR
CONSIDER MAYOR AND CITY COUNCIL COMPENSATION, INCLUDING SALARY AND BENEFITS, UNDER SECTION 403 OF THE RIVERSIDE CITY CHARTER Following discussion, it was moved by Chair Cervantes and seconded by Vice Chair Perry to refer the study of the Mayor and Councilmember compensation, including salary and benefits, under Section 403 of the Riverside City Charter to the City Council and direct staff to include more information in the report to the City Council. The motion carried unanimously.
REVIEW CITY COUNCIL RULES OF PROCEDURE AND ORDER OF BUSINESS - PARLIAMENTARY
PROCEDURE, ABSTENTION, AND REFERRAL OF ITEMS TO BOARDS AND COMMISSIONS Following discussion, it was moved by Chair Cervantes and seconded by Vice Chair Perry to approve the recommendation to (1) adopt Robert's Rules of Order or maintain status quo; (2) require an explanation for abstaining vote; and (3) amend Section C 1 of the staff report from "with the concurrence of two Council members" to "the City Council or a Councilmember can refer an item to a Board or Commission and referrals may come ICGC-65
