City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: JANUARY 16, 2024 FROM: POLICE DEPARTMENT WARDS: ALL SUBJECT: DECLARE THREE BMW MOTORCYCLES AS SURPLUS PROPERTY AND APPROVE DONATION TO BANNING POLICE DEPARTMENT FOR DEVELOPMENT OF MOTOR OFFICER PROGRAM ISSUES:
Declare three BMW Motorcycles as surplus property and approve the donation of the motorcycles to the Banning Police Department for the development of their motor officer program.
RECOMMENDATIONS:
That the City Council:
Declare three BMW Motorcycles as surplus property to the needs of the Department; and Approve the donation of the motorcycles to the Banning Police Department for the development of their motor officer program.
BACKGROUND:
The Riverside Police Department’s (RPD) Traffic Bureau has sworn officers who investigate traffic collisions and engage in enforcement and education with the public to address traffic safety issues in the city of Riverside. The Traffic Bureau also has non-sworn, professional staff members who help to investigate traffic collisions, participate in public education, and manage grants and other administrative duties.
Vehicles for the Traffic Bureau, including motorcycles, are replaced as needed, particularly when the time and cost of maintaining them becomes greater than the cost of replacement.
In the fall of 2022, RPD purchased four 2023 BMW Motorcycles to replace existing motorcycles that were ready to be decommissioned. RPD began the process of designating the older motorcycles as surplus assets, after which the city can either donate, transfer, exchange, sell or dispose of the motorcycles.
DISCUSSION:
In October 2023, the Banning Police Department reached out to police agencies with existing motorcycle traffic programs requesting donations of motorcycles that were slotted to be decommissioned to help develop their own motor officer program.
RPD has three BMW Motorcycles that are no longer in service and meet the needs of the Banning Police Department. Therefore, RPD is requesting City Council approval to declare the following motorcycles as surplus property and donate them to the Banning Police Department.
