PRESENT: Vice Chair Edwards, and Member Hemenway
ABSENT: Chair Fierro
STAFF PRESENT: Carmen Soto, Brandon Mercer, Rafael Guzman, Kristie Thomas, Jennifer McCoy, Paloma Montes, Linda Lagunas and Meline Carranza
Vice Chair Edwards convened the meeting at 3:05 p.m.
ORAL COMMUNICATIONS FROM THE AUDIENCE
There was no one wishing to address the committee.
LOCAL VENDOR PREFERENCE PROCUREMENT POLICY EXPANSION UPDATE Following discussion, it was moved by Vice Chair Edwards and seconded by Member Hemenway to (1) direct staff to add Good Faith Effort Affidavit for Level One purchases (2) expand the Local Vendor Procurement Policy; and (3) recommend that the City Council approve staff recommendations.
BUSINESS IMPROVEMENT DISTRICT REPORTING REQUIREMENTS
Following discussion, it was moved by Vice Chair Edwards and seconded by Member Hemenway to (1) receive the proposed reporting requirements for the Auto Center Business Improvement District, Arlington Business Improvement District, and the Downtown Parking and Business Improvement District; (2) approve staff recommendations for reporting requirements; (3) direct staff to work with the Advisory Boards for each Business Improvement District, and assist the Business Improvement Districts with review and revision recommendations to the Annual Reports; and (4) recommend that the City Council approve staff recommendations.

ECONOMIC OPPORTUNITY UPDATE
There were no economic opportunity update given at this time.
ITEMS FOR FUTURE COMMITTEE CONSIDERATION
Vice Chair Edwards requested an alternate date for the February 2024, meeting.
