ORDINANCE NO.
AN ORDINANCE OF THE CITY OF RIVERSIDE, CALIFORNIA,
AMENDING TITLE 12 OF THE RIVERSIDE MUNICIPAL CODE.
The City Council of the City of Riverside does ordain as follows:
Section 1: Section 12.04.010 of the Riverside Municipal Code is amended as follows:
“Section 12.04.010 Rules and regulations adopted – Airport Manager defined.
The rules and regulations set out in this title are established and adopted for the use of the Riverside Municipal Airport, referre d to in this title as the "airport". All persons using the airport or any facilities thereon in any manner, incl uding the operation of aircraft or motor vehicles, shall obey all applicable rules and regulations herein , and policies as established andor adopted, as may be revised periodically . "Airport Mana ger" means the SupervisorDirector of the Riverside Municipal Airport or the authorized repr esentative of said Airport Manager.” Section 2: Section 12.04.060 of the Riverside Municipal Code is amended as follows:
“Section 12.04.060 Commercial and business activities require permits and licenses.
Commercial vendors not based at the Airport must comply with the commercial airport vendors policy. No person shall use the airpor t as a base for the carrying on of commerci al and business activities, for the carrying for hi re of passengers, freight, expr ess or mail, for instruction in aviation in any of its branches, for the sale of fu els, refreshments or any commodity or service or for any other commerci al purpose unless a lease, permit or license to conduct such business on the airport has been gr anted by the City. Al l business activity shall conform to the minimum standards established by the City.
Section 3: Section 12.04.120 of the Riverside Municipal Code is amended as follows:
“Section 12.04.120 Motor vehicle regulations.
A. Unless authorized by the Ai rport Manager, no motor vehicl es shall be operated on the airport except on roadways , parking areas or places that are designated for such vehicles.
B. No person shall operate any vehicle on the airport in a careless or negligent manner, in disregard for the safety of others, in excess of posted speed tr affic signs and in no event in excess

of 1525 miles per hour. Near aircraft, the maximum speed shall not exceed 5 miles per hour. On ramps or near building areas, the maximu m speed shall not exce ed 15 miles per hour. . . .”
Section 4: Section 12.04.150 of the Riverside Municipal Code is amended as follows:
“Section 12.04.150 Use of hangars.
A. Aircraft storage hangars shall be used only for the storage of airc raft, and associated aircraft equipment and supplies as approved by the Airport Manager. Hangars shall not be used primarily for the storage of automobiles, vehicles , boats, or other personal property not directly associated with the operation of aircraft.
. . .
C. Aircraft must be mainta ined in an airworthy condition with current annual inspections.
Any person renting a hangar containing an aircraft th at is not airworthy or who intends to restore, construct or engage in the major repair of an airc raft must register and fi le a work plan with the Airport Manager before initiating the project. The work plan sh all be approved by the Airport Manager and shall contain the projected start and fi nish dates and scope of work. A regular project status report demonstrating timely progress pursua nt to the work plan sh all be filed with the Airport Manager. Failure to provide evidence of pr ogress pursuant to the work plan or reasonable explanation for delay will result in a 30-day noti ce of eviction.” Section 5: The City hereby finds that this ordinance is not subject to review under the California Environmental Qualit y Act (CEQA) pursuant to CEQA Guidelines sections 15060, subdivision (c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15061, subdivision (b )(3) (there is no possibility the activity in question may have a significant effect on the envi ronment). In addition to the foregoing general exemptions, the City Council further finds that this ordinance is categorica lly exempt from review under CEQA under the Class 8 Categorical Exemption (regulatory activity to assure the protection of the environment), CEQA Guidelines section 15308.
Section 6: The City Clerk shall certify to the adoption of this ordinance and cause publication once in a newspaper of general circulation in accordance with Section 414 of the Charter

of the City of Riverside. This ordinance shall b ecome effective on the 30th da y after the date of its adoption.
