RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE , CALIFORNIA (1) ADOPTING THE RENEWAL OF THE WATER
CONSERVATION SURCHARGE OF 1.5% OF TOTAL WATER RATES AND CHARGES (ORIGINALLY ADOPTED AND ESTABLISHED ON MAY 25,
2004 BY CITY COUNCIL RESOLUTION 20695 AND RENEWED ON APRIL 22, 2014 BY CITY COUNCIL RESOLUTION 22675) BY AMENDING
WATER RATE SCHEDULES WA -1A, WA-1B, WA-2, WA-4, WA-5, WA-6, WA-7, WA -8, WA-10, WA -11, AND WA-12, EFFECTIVE UPON COUNCIL APPROVAL THROUGH TEN YEARS THEREAFTER ; (2) MAKING
RELATED FINDINGS OF FACT
WHEREAS, staff of the City of Riverside’s (“City”) Department of Public Utilities submitted a proposed renewal of the Water Conservation Surcharge to the City's Board of Public Utilities; and
WHEREAS, the Board of Public Utilities adopted and established such increases pursuant to Section 1202(e) of the City Charter through Board Resolution 2024-01 and directed that the proposed renewal of the Water Conservation Surcharge be submit ted t o the City Council for approval; and
WHEREAS, a public hearin g, notice of which was duly published in The Press- Enterprise on March 4, 2024 was commenced by the Board on the proposed Water Conservation Surcharge on March 19, 2024 to receive and consider the staff report, cost analysis and oral and written comments, protests and/or objections from the pu blic, and after receipt and consideration thereof the Board concluded the public hearing; and
WHEREAS, the City C ouncil, through a duly noticed public hearing, has been presented with, for consideration and approval, the proposed renewal of the Water Conservation Surcharge.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, that:
Section 1: The findings of fact of the Board of Public Utilities made in its Resolution No. 2024-01, which Resolution is attached hereto as Attachment 1 and incorporated herein in its entirety by this reference, are hereby adopted as findings of the City Council.
Section 2: The renewal of the Water Conse rvation Surcharge set forth in Water Rate Schedules WA-1A, WA-1B, WA-2, WA-4, WA-5, WA-6, WA-7, WA-8, WA-10, WA-11, WA-12

are either charges imposed for a specific government service provided directly to the customer that is not provided to those not charged, do not exceed the reasonable costs incurred by the City in the provisions of these services , and are therefore exempt from the re quirements of California Constitution, Article XIII C, section 1, subdivision (e).
Section 3: The proposed renewal of the Water Conservation Surcharge set forth in Water
Rate Schedules WA -1A, WA-1B , WA -2, WA-4, WA -5, WA -6, WA -7, WA -8, WA-10, WA -11, WA-12 are hereby approved under and pursuant to Section 1202(e) of the Charter of the City of Riverside, California, and shall become effective immediately through ten years hereafter.
S ection 4: T he Public Utilities Department is directed to prepare and file the Notice of Exemption and such other documents as are required by the California Environmental Quality Act (Public Resources Code sections 21000 et seq.) in connection with the proposed renewal of the Water Conservation Surcharge set forth in Water Rate Schedules WA-1A, WA-1B, WA-2, WA-4, WA-5, WA-6, WA-7, WA-8, WA-10, WA-11.
