2 1. The Community Development Block Grant (CDBG), as
part of the United States Department of Housing and
Urban Development (HUD), provides annual funding to
local community development agencies for a wide
range of programs, such as infrastructure, affordable
housing and economic development.
2. On May 9, 2023, the City Council approved the
recommendation from the Community and Economic
Development Department for CDBG funding for the
Program Year 2023/2024.

3 1. Construct street improvements including:
• Ward 2 – Resurface Rancho Drive, Orly Place, Alverez
Court, Carlton Place, Argentina Court, Windsor Road,
and Pennsylvania Avenue – 0.76 miles
• Ward 5 – Resurface Dykes Lane, Acacia Street, and
Garfield Avenue – 0.69 miles
• Repair damaged concrete curbs, gutters, sidewalk,
driveways, and pedestrian ramps.
• New signing and striping.

8 That the City Council:
1. Award a construction contract for Bid No. 8049 for the construction of Fiscal Year 2023/2024 Community
Development Block Grant Street Improvements with L C
Paving & Sealing, Inc. of Escondido, California, in the amount of $1,412,036; and
2. Authorize the City Manager, or designee, to execute the construction contract with L C Paving & Sealing, Inc.,
including making minor and non-substantial changes.
