BACKGROUND:
The Department of Homeland Security (DHS) offers the Emergency Management Performance Grant (EMPG) to strengthen national preparedness and resilience. The FY 2023 EMPG is set against the backdrop of recent years in which the United States faced numerous and unprecedented natural disasters including hurricanes that devastated parts of Texas, Florida, and much of Puerto Rico, as well as massive wildfires and flooding across California. The purpose of EMPG is to provide Federal funds to states to assist state, local, territorial, and tribal governments in preparing for all hazards.
DISCUSSION:
According to the City’s 2025 Strategic Plan, the City remains fiscally responsible for public funds and ensures accountable financial resources. Therefore, regarding the City’s goals, the Riverside Fire Department would like to accept funding for the Emergency Management Performance Grant (EMPG) fiscal year 2023 grant cycle, in the amount of $62,394. If accepted, these funds will be used to partially fund the department’s Community Preparedness Coordinator position and equipment for emergency planning and for local community preparedness activities.
As part of DHS EMPG grant award, each agency is required to submit an approved Resolution each fiscal year accepting the grant award. Staff is recommending the approval of the Resolution and award amount from the DHS EMPG program.
STRATEGIC PLAN ALIGNMENT:
This item contributes to Strategic Priority No. 2 Community Well-Being and Goal No. 2.6 – Strengthen community preparedness for emergencies to ensure effective response and recovery.
This item aligns with Each of the five Cross-Cutting Threads as follows:
Community Trust – The Emergency Management Performance Grant funds the City’s Community Emergency Response Training (CERT) Program that has educated and empowered individuals over the past decade in growth and resilience to emergency preparedness and increasing community trust in emergency response efforts.
Equity – Funding provided by the Emergency Management Performance Grant help the Fire Department deliver classes to our diverse community including those with access and functional needs.
Fiscal Responsibility – The use of the Emergency Management Performance Grant funding increases the Fire Department’s capability and capacity to put on classes and assist in the costs associated with staff training, CERT program administration, and equipment acquisition.
Innovation – The Riverside Fire Department- Office of Emergency Management Community Emergency Response Team (CERT) Training Program trains people to be self-sufficient following a major disaster when first responders are likely to be over tasked and not readily available to respond to every emergency. CERT Members help to keep themselves, their families, and their communities safe.
Sustainability & Resiliency – Educating individuals and community organizations thru the CERT program develops disaster resilient individuals and increases our community resilience through education on actions they can take now to mitigate disaster later.
FISCAL IMPACT:
The total fiscal impact of this action is an increase in revenue and expenditures of $62,394, or in the amount of the grant award. The expected grant amount is $62,394, and requires a 100% local cost share of $62,394, which the Fire Department will provide through an in-kind match using existing emergency management staff salaries.
Upon Council approval, an increase in revenue in the amount equal to the grant award, will be recorded and an equal amount appropriated in the Grants and Restricted Programs Fund, Emergency Management Performance (EMPG) revenue account 9181100-331100 and expenditure account 9181100-411100.
