Based on existing facts and circumstances and the advice of its legal counsel, the City Council believes there is a significant exposure to litigation. [Government. Code §54956.9(d)(2)].
The facts and circumstances that might result in litigation against the City are not known to the potential plaintiff(s) and therefore need not be disclosed. [Government Code § 54956.9(e)(1).
