RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AMENDING RESOLUTION 20295 TO REVISE TABLE 1 TO REMOVE CHLORIDE, SODIUM, SULFATE AND THEIR CORRESPONDING LIMITS; REDUCE THE MAXIMUM SILVER CONCENTRATION LIMIT; AND REMOVE FOOTNOTE 1.
WHEREAS, the National Pollutant Discharge Elimination System (“NPDES”) Permit issued to the City of Riverside (“City”) requires that the City adopt an ordinance regulating the discharge of industrial wastes; and WHEREAS, the City adopted Ordinance No. 6232 on July 11, 1995, amending Chapter 14.12 of the Riverside Municipal Code to provide the necessary regulations for the discharge of industrial waste into the public sewage and storm water systems of the City; and WHEREAS, the City subsequently adopted Resolution No. 20295 establishing the maximum concentration levels of industrial wastewater and conventional pollutants and applicable surcharge rates in accordance with Chapter 14.12 of the Riverside Municipal Code; and WHEREAS, the City adopted Resolution No. 21185 to change the maximum concentration level of arsenic from 1.8 mg/L to 0.18 mg/L; and WHEREAS, the City adopted Resolution No. 23286 to change the maximum concentration level of total dissolved solids to 1210 mg/L; and WHEREAS, it is necessary to periodically reevaluate the maximum allowable concentration levels of conventional pollutants and industrial wastewater pollutants and to make adjustments in those levels; and WHEREAS, the City hired Lee + Ro, Inc. (“Consultant”) to conduct a Local Limit Study and Consultant recommended that the current local limits for chloride, sodium, and sulfate be removed; and WHEREAS, the Consultant recommended that the City maintain its current limit of 0.8 mg/L for silver and eliminate the 5.0 mg/L limit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, as follows:
Section 1: Resolution 20295 is hereby amended to amend and restate Table I of Resolution 20295 as follows:
