Chair Hemenway convened the meeting at 3:00 p.m.

There was no one wishing to address the Committee.
DISCUSSION CALENDAR
HUMAN RELATIONS COMMISSION ANNUAL WORKPLAN
The Committee received an update on the Human Relations Commission Annual Workplan. No one spoke on the matter.
Following discussion, it was moved by Member Falcone and seconded by Vice Chair Robillard to (1) receive and order filed an update on the 2024 Human Relations Commission Workplan activities; and (2) approve the proposed 2025 Human Relations Commission Workplan. The motion carried unanimously.
PROPOSED CHANGES TO COMMERCIAL SOLID WASTE RATES
The Committee received a report on a proposed 3-year commercial solid waste rate plan through June 30, 2028. One person spoke on the matter.
Following discussion, it was moved by Vice Chair Robillard and seconded by Member Falcone to (1) receive and order filed a report on the proposed changes to commercial solid waste rates through June 30, 2028; and (2) recommend that the City Council sets a public hearing for proposed commercial solid waste rates. The motion carried unanimously.

FISCAL YEAR 2023-2024 ANNUAL FINANCIAL AUDIT REPORTS FROM EXTERNAL INDEPENDENT
AUDITOR, CLIFTONLARSONALLEN LLP
The Committee received a report on the annual audit reports from external independent auditor CliftonLarsonAllen LLP, on the financial results for Fiscal Year 2023-2024. One person spoke on the matter.
Following discussion, it was moved by Vice Chair Robillard and seconded by Member Falcone to forward to the City Council the annual financial audit reports for Fiscal Year 2023-2024. The motion carried unanimously.
LEGISLATIVE UPDATE
There was no legislative update.
ITEMS FOR FUTURE COMMITTEE CONSIDERATION
Chair Hemenway mentioned that a report on Interfund Loan will be on a future Finance Committee agenda.
