•February 25, 2025: The City Council approves an ordinance amending Riverside Municipal Code Title 7 (Noise Control).•Newly Added Section: RMC 7.35.010(D), intended to be enforceable against noise violations involving live music and sound amplifying equipment. •“The emitting or transmitting of any loud music or noise disturbance from any sound amplifying equipment or live performance, which is plainly audible from a distance of 25 feet or more from the edge of the property, structure, or unit from which the source is located, shall be prohibited.” (Emphasis added).BACKGROUND 1 2 4/3/2025

•Currently, “sound amplifying equipment” is defined in RMC Section 7.10.185. “Live performance” is not.•A definition is necessary for City personnel to better understand what type of activity is enforceable and citable under RMC Section 7.35.010(D).•“’Live performance’ means any presentation or act designed to amuse or divert the attention of guests, patrons, attendees, or any present individuals.”•“It includes, but is not limited to, presentations or acts by bands, musicians, singers, and individuals operating sound amplifying equipment as part of a performance.”WHAT IS A “LIVE PERFORMANCE?” RiversideCA.gov4

That the Safety, Wellness, and Youth Committee:1. Receive the following report and presentation proposing an amendment to the Riverside Municipal Code in order to add Section 7.10.091,“Live Performance”;2. Make a motion to refer the following report and presentation to the City Council to adopt an ordinance amending the Riverside Municipal Code adding Section 7.10.091 “Live Performance.” RECOMMENDATIONS5
