The public review and written comment period will begin March 23, 2025, and run through April 22, 2025.

At this meeting, the City Council will receive public comment on the 2018-2019 HUD Annual Action Plan that was submitted to the U.S. Department of Housing and Urban Development (HUD) on June 5, 2018.

BACKGROUND
The U.S. Department of Housing and Urban Development (HUD) approved the City of Riverside's Five-Year Consolidated Plan in 2015-2020. The Consolidated Plan provides an inventory of existing programs and activities, resources, demographics, unmet needs, and identifies strategies and resources [such as Community Development Block Grant funds (CDBG), HOME, Housing Opportunities for People with AIDS (HOPWA), and Emergency Shelter Grants (ESG)] needed to continue implementing existing programs and activities and to formulate programs and activities needed to address the unmet needs. Since the approval of the Consolidated Plan, it is the Annual Action Plan that incrementally addresses and implements identified programs and activities prepared and submitted to HUD for approval. The Annual Action Plan prepared for 2018-2019 implements the strategy and goals identified in the Consolidated Plan.

Federal Regulation 24 CFR 91.105 requires the City to notify and provide its citizens with an opportunity to comment and provide input on proposed changes to an approved plan.

This notice serves this purpose and allows the City to comply with the law. The proposed Substantial Amendment to the approved Plan affected by this Notice will cancel the 2018- 2019 City of Riverside Museum Robinson House Restoration project, originally funded at $340,028. All CDBG funds expended prior to the cancellation will be returned to HUD in the amount of $155,684.45.

The public is invited to submit written comments on the proposed update to the HUD Annual Action Plan 2018-2019.
