Section A: Project and Site Information
Riverside Community Hospital in the City of Riverside, California has been providing healthcare services to the community since 1925, when the first building was constructed on its campus located at 4445 Magnolia Avenue. The site is fully developed with buildings, surface parking, and parking structures.
This proposed Project consists of the addition of a multi-level parking garage to the Riverside Community Hospital campus. It is located at the northwest corner of the site, near the intersection of Brockton Avenue and 14th Street. Phase 1 of the project includes solely the addition of the parking garage labeled DMA A1 in the WQMP Exhibit in Appendix A. The southern portion of the site will be developed into a gravel lot with a proposed concrete pad during Phase 1. During Phase 2, south of the parking garage will be a proposed parking lot and drive aisle that will be constructed alongside additional tower improvements in the center of the Campus during a later date. The calculations for water quality were done taking into account the Phase 2 developments as the design capture volume is expected to be higher due to higher impervious values. The drainage areas identified in the WQMP exhibit are covered in this WQMP, all shaded areas outside of the drainage are limits are proposed improvements that will be analyzed in a future WQMP report. The proposed underground infiltration system (PR-BMP-1) will be tributary to DMA A1. Flows from PR-BMP-1 will overflow via orifice and outlet to the existing onsite storm drain system (EX-BMP-A) which ultimately overflows to an existing 24” lateral along Tesquesquite Ave.

Section B: Optimize Site Utilization (LID Principles)
Site Optimization
Does the project identify and preserve existing drainage patterns? If so, how? If not, why? Yes, existing drainage patterns are expected to be maintained in general . Stormwater runoff generated from the site utilizes one of five outfall locations, as identified and labeled on the Campus Drainage Plans in the appendix.
The new Brockton parking garage (DMA A1) will connect to the exiting onsite storm drain labeled Outfall #2. From there flows will continue through the existing onsite storm drain until reaching outfall #1. A 24- inch storm drain lateral in the southwest quadrant of the Brockton and Tequesquite intersection serves as Outfall #1. This lateral connects to an existing 12’x7’ RCB storm drain in Tequesquite. Runoff from the western portion of the site including all parking structures is piped to this location via the on -site storm drainage system. The drive-in area to the proposed parking garage along Brockton Ave consists of 0.02 acres, noted as DMA B. This area makes up 1% of the total site and can be considered de-minimis area as it consists of less than 5% of the total site. DMA B matches existing conditions drainage patterns via sheet flow to Brockton Ave. Drainage has been captured on-site to the maximum extent possible (MEP).
Does the project identify and protect existing vegetation? If so, how? If not, why?
The subject site is currently highly developed and consists of mostly impervious surfaces such as roofs, pavement, and sidewalks with only limited amounts of pervious landscaped areas within planting beds or along the site perimeter. Due to the reconfiguration of the site to accommodate the proposed redevelopment, most of the existing landscaped areas within the limits of disturbance cannot be protected.
However, new landscaped areas will be provided with proposed construction.
Does the project identify and preserve natural infiltration capacity? If so, how? If not, why? There are minimal areas on -site with natural infiltration capacity. To the extent practicable, these few areas will be preserved. Otherwise, new landscaped areas will provide some natural infiltration capacity.
Does the project identify and minimize impervious area? If so, how? If not, why? Yes, the proposed parking garage has a high floor area ratio, which reduces the amount of impervious area by providing for more square footage within the same impervious footprint.
Does the project identify and disperse runoff to adjacent pervious areas? If so, how? If not, why? Yes, where feasible, stormwater runoff will drain away from structures into adjacent pervious landscaped areas.

LID BMPs are expected to be feasible on virtually all projects. Where LID BMPs have been demonstrated to be infeasible as documented in Section D, other Treatment Control BMPs must be used (subject to LID waiver approval by the Regional Board). For the project, the following applies:
X LID Principles and LID BMPs have been incorporated into the site design to fully address all Drainage Management Areas. No alternative compliance measure s are required for this project and thus this Section is not required to be completed.
- Or -
The following Drainage Management Areas are unable to be addressed using LID BMPs. A site- specific analysis demonstrating technical infeasibility of LID BMPs has been approved by the Regional Board and included in Appendix 5. Additionally, no downstream regional and/or sub - regional LID BMPs exist or are available for use by the project . The following alternative compliance measures on the following pages are being implemented to ensure that any pollutant loads expected to be discharged by not incorporating LID BMPs, are fully mitigated.

Section F: Hydromodification
F.1 Hydrologic Conditions of Concern (HCOC) Analysis
This project does not create a Hydrologic Condition of Concern, meeting the criteria for HCOC Exemption as shown below:
HCOC EXEMPTION 1: The Priority Development Project dist urbs less than one acre. The City of Riverside has the discretion to require a Project-Specific WQMP to address HCOCs on projects less than one acre on a case by case basis. The disturbed area calculation should include all disturbances associated with larger common plans of development.
Does the project qualify for this HCOC Exemption? Y N
HCOC EXEMPTION 2: The volume and time of concentration1 of storm water runoff for the post - development condition is not significantly different from the pre-development condition for a 2-year return frequency storm (a difference of 5% or less is considered insignificant ) using one of the following methods to calculate:
• Riverside County Hydrology Manual
• Technical Release 55 (TR -55): Urban Hydrology for Small Watersheds (NRCS 1986), or derivatives thereof, such as the Santa Barbara Urban Hydrograph Method • Other methods acceptable to the City of Riverside
Does the project qualify for this HCOC Exemption? Y N Results included in Table F.1 below and hydrologic analysis is included in Appendix 7.

Volume (Cubic Feet)
1 Time of concentration is defined as the time after the beginning of the rainfall when all portions of the drainage basin are contributing to flow at the outlet.

HCOC EXEMPTION 3: All downstream conveyance channels to an adequate sump (for example, Prado Dam, Santa Ana River, etc.) that will receive runoff from the project are engineered and regularly maintained to ensure design flow capacity; no sensitive stream habitat areas will be adversely affected; or are not identified on the Co -Permittees Hydromodification Sensitivity Maps.
Does the project qualify for this HCOC Exemption? Y N If yes, HCOC criteria do not apply and note below which adequate sump applies to this HCOC qualifier:
HCOC Exemption 3 is satisfied because all outfalls discharge into an engineered, fully -hardened, and maintained conveyance system to the Santa Ana River as identified on the map in the appendix.
F.2 HCOC Mitigation
As an alternative to the HCOC Exemption Criteria above, HCOC criteria is considered mitigated if the project meets one of the following conditions, as indicated:
[ ] a. Additional LID BMPS are implemented onsite or offsite to mitigate potential erosion or habitat impacts as a result of HCOCs. This can be conducted by an evaluation of site-specific conditions utilizing accepted professional methodologies published by entities such as the California Stormwater Quality Association (CASQA), the Southern California Coastal Water Research Project (SCCRWP), or other City of Riverside approved methodologies for site-specific HCOC analysis .
[ ] b. The project is developed consistent with an approved Watershed Action Plan that addresses HCOC in Receiving Waters.
[ ] c. Mimicking the pre-development hydrograph with the post-development hydrograph, for a 2-year return frequency storm. Generally, the hydrologic conditions of concern are not significant, if the post-development hydrograph is no more than 10% greater than pre -development hydrograph . In cases where excess volume cannot be infiltrated or captured and reused, discharge from the site must be limited to a flow rate no greater than 110% of the pre-development 2-year peak flow. [ X ] d. None of the above.
