Committee (GPC) reviewed potential changes to the
City Council Rules and Procedures and Order of
Business Resolution
2. GPC made several recommendations for changes
and directed the item return to GPC with a revised
resolution

Where more than twenty-five (25)individuals submit their request to theCity Clerk to speak for Public Commentor a particular agenda item prior to thepresiding officer introducing the item,each individual speaker shall limithis/her remarks to two (2) minutes. Thepresiding officer shall announce prior torecognizing the first speaker, whetherthe number of speaker requests hasexceeded twenty five (25).7. Revise language providing for 2 minutesper speaker when speaker cards reach25 or more. ****The GPC noted that this item needs morediscussion.8. Public Comment provisions wereconsolidated into Art. During City Council and StandingCommittee meetings, members areexpected to adhere to the City’s HumanResources Policy IV-2 entitled Standardsfor Dress and Appearance.Other Considerations9. Recommended attire for members of theCity Council to match City’s HR dresscode policy.

OTHER CONSIDERATIONS CONT.Resolution RevisionGPC RecommendationRevisions in XII.E10. Allotted Time for Debate. Unless waivedby a majority of the City Council, eachmember may speak on an item for up tofifteen (15) minutes as provided in thisparagraph. The first time a member isrecognized to speak on an item, themember shall limit his/her remarks to ten(10) minutes. Subsequent opportunitiesto speak shall be no more than five (5)minutes. The presiding officer shall beresponsible for tracking time and shallutilize the timing system for this purpose.10. Allotted time for members to debate anitem with the presiding officer to keeptime.****The GPC noted that this item needs morediscussion. 8/1/2025

OTHER CONSIDERATIONS CONT.Resolution RevisionGPC Recommendation11. Eligibility for appointment to a regionalorganization board is based on the law oragreement governing each specificorganization. Appointments are made inaccordance with each organization’sapplicable law. No revisions to theResolution were included at this time.11. Additional research was determinednecessary regarding appointments toRegional Organizations.12. Appointments and terms for Boards andCommissions will be referred to the nextCharter Review Committee.

That the Governmental Processes Committee:1. Review Committee recommendations to the City Council Rules ofProcedure and Order of Business as documented in Resolution No.24255; and2. Request staff to bring forth any specific change recommendationsmade by the Committee, along with a corresponding Resolution, to thefull City Council for discussion.RECOMMENDATIONS
