BACKGROUND:
The Riverside Police Department equips its officers with firearms to address the risks posed to the public and Department members by violent and sometimes well-armed persons. Officers may only use firearms and ammunition that meet agency authorized specifications, approved by the Chief of Police.
All officers are required to train bi-monthly with their duty weapon and annually with their off-duty weapon and secondary weapon on an approved range course. *Estimated cost is based on quotes received as of the writing of this report Ammunition for the Department’s use is carefully evaluated and selected for desired performance characteristics and reliability of function under a wide range of conditions. Purchasing carefully selected product numbers for both duty and training ammunitions from a single manufacturer for a specific caliber ensures that the Department’s specific needs are met. After careful evaluation, the Department has determined that Winchester Ammunition meets the specific needs of the Department for Department issued handguns and patrol rifles.
Dooley Enterprises, Inc. is the authorized, sole source, law enforcement distributor for Winchester Ammunition in the State of California, which enables them to meet the supply demands of the Department in a timely manner and offer a law enforcement exclusive pricing structure that is less than the commercial price for ammunition. Additionally, the location of Dooley Enterprises, Inc., allows the Department to pick up the ammunition, thereby eliminating freight and delivery charges.
For these reasons, the City has determined that Dooley Enterprises, Inc., meets the requirements of Purchasing Resolution No. 24101, Section 602(c). Therefore, the Department is requesting authorization to purchase ammunition for the Department’s use from Dooley Enterprise, Inc., in the total amount not to exceed $242,871.74 for FY 2025/26.
Purchasing Resolution No. 24101, Section 602(c) states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances: …(d) When the Procurement can only be obtained from a sole source and the Manager is satisfied that the best price, terms and conditions for the Procurement thereof have been negotiated”.
The Purchasing Manager concurs that the recommended purchase complies with Purchasing Resolution No. 24101, Section 602(c).
FISCAL IMPACT:
The total fiscal impact of the action is $242,871.74. Sufficient funds are available in the FY 2025/26 budget in the funds and accounts listed in the table below.
