Chair Cervantes convened the meeting at 3:01 p.m.
ANNOUNCEMENT
Housing and Homelessness Services Director Michelle Davis gave an update on the 2026- 27 Housing and Urban Development (HUD) Annual Action Plan meetings at Bordwell Park on October 2, 2025, at 6 p.m. and Villegas Community Center on October 15, 2025, and the Riverside University Health Systems Recovery Happens event at Fairmount Park on September 25, 2025, at 11:30 a.m.

DISCUSSION CALENDAR
HOUSING AUTHORITY'S PROJECTS UPDATE
Following discussion and without formal motion, the Committee received and ordered filed an update on the Housing Authority's projects.
Councilmember Perry joined the meeting at this time and substituted for Member Robillard on the following item.
PROPOSED AMENDMENTS TO MOBILE HOME PARKS RENT STABILIZATION ORDINANCE The Housing and Homelessness Committee received and discussed an update on the proposed amendments to the Mobile Homes Parks Rent Stabilization (MHPRSP) ordinance. Twenty people spoke on the matter.
Councilmember Perry left the dais at this time.

LEGISLATIVE UPDATE
The Committee received an update on (1) Senate Bill 634 - prohibit local jurisdictions from adopting a local ordinance that prohibits a person or organization from providing support services to a person who is homeless; (2) Senate Bill 346 - authorize local agencies to regulate short term rental and transient occupancy tax; (3) Senate Bill 79 - build more multi-family housing near rail stations and rapid bus lines; and (4) Senate Bill 27 - expansion of Care Court.
HOMELESS HOUSING, ASSISTANCE AND PREVENTION ROUND 6
The Committee received an update on the Homeless Housing, Assistance and Prevention Program Round 6.
OUTREACH WORKER UPDATE
The Committee received an update on outreach workers.
