•RMC Chapter 10.56 – Restricted Use of Certain Streetsoutlines various restrictions related to operating vehicles in specific areas throughout the City of Riverside. The restrictions are primarily related to weight and axel limits of commercial vehicles.•Violations are often enforced by Riverside Police Department officers using various subsections of RMC Chapter 10.56 as well as applicable California Vehicle Codes.BACKGROUND 10/2/2025

•City personnel have received recurring community complaints regarding commercial trucksdriving through restricted areas of the City of Riverside•RMC Chapter 10.56 was reviewed for potential areas of improvement.•One suggestion was to raise the fine amount associated with violations of RMC Chapter 10.56.DISCUSSION RiversideCA.gov4
•Current administrative fine is $100 and provides a nominal penaltyhowever it is viewed as insignificant and does not serve as a meaningful deterrent•Commercial truck operators view $100 fine as a “cost of doing business” rather than a deterrent•To achieve actual deterrence, fine amounts should be set at a level that outweigh the benefits associated with violating the RMCDISCUSSION 10/2/2025
