1. The Energy Efficiency and Conservation Block Grant (EECBG) program is a grant program funded by the Department of Energy (DOE).2. The grant is designed to assist states, local governments, and Tribes to implement strategies to reduce energy use, reduce fossil fuel emissions, and improve energy efficiency.3. The City received awarded funds to develop a comprehensive energy plan.4. That the City Council:1. Approve a Professional Consultant Services Agreement from RFP No. 2472 for Energy Planning Services for the Development of a Comprehensive Energy Plan with Energeia USA of Davis, CA for a term until October 22, 2026, in a not-to-exceed amount of $312,921; and2. Authorize the City Manager, or designee, to execute the Professional Consultant Services Agreement and any other documents necessary to effectuate the project described herein, as well as the ability to make minor non-substantive changes in accordance with all purchasing policies.
