The annual approval of the Downtown BIA assessment is a two-meeting process:Meeting1:•Adoption of a Resolution of Intention No. 24313 – October 21, 2025•Publication of Resolution of Intention in Newspaper 7 days prior to Public Hearing•Notice of Public Hearing mailed to all businesses within the Downtown BIAMeeting 2:•Public Hearing – December 2, 2025•Presentation from Riverside Downtown PartnershipANNUAL APPROVAL PROCESS RiversideCA.gov4

That the City Council:1. Conduct a Public Hearing to hear and rule on anyprotests to the Riverside Downtown Parking and BusinessImprovement Area annual assessment; and2. Adopt a Resolution confirming the annual report of theRiverside Downtown Partnership acting in its capacity asthe advisory board to the Downtown BIA and levyingassessments for calendar year 2026.RECOMMENDATIONS 5
