TO: HONORABLE MAYOR AND CITY COUNCIL DATE: JANUARY 6, 2026 FROM: PUBLIC WORKS DEPARTMENT WARDS: ALL
SUBJECT: AWARD BID NO. 8190 TO BEAR ELECTRICAL SOLUTIONS OF ALVISO, CALIFORNIA, FOR A CONSTRUCTION CONTRACT FOR FISCAL YEAR 2023/2024 TRANSPORTATION DEVELOPMENT ACT ARTICLE 3, SENATE BILL 821 CITYWIDE PEDESTRIAN AND BICYCLE INTERSECTION IMPROVEMENTS, IN THE AMOUNT OF $894,984 ISSUE:

Award Bid No. 8190 for the construction of Fiscal Year 2023/2024 Transportation Development Act Article 3, Senate Bill 821 Citywide Pedestrian and Bicycle Intersection Improvements to Bear Electrical Solutions of Alviso, California, in the amount of $894,984.00.

RECOMMENDATIONS:

That the City Council:

Award a construction contract for Bid No. 8190 for the construction of Fiscal Year 2023/2024 Transportation Development Act Article 3, Senate Bill 821 Citywide Pedestrian and Bicycle Intersection Improvements to Bear Electrical Solutions of Alviso, California, in the amount of $894,984.00; and Authorize the City Manager, or designee, to execute the Construction Contract with Bear Electrical Solutions, including making minor and non-substantive changes, subject to the availability of budgeted funds.

BACKGROUND:

Transportation Development Act (TDA) Article 3, Senate Bill (SB) 821, Bicycle and Pedestrian Facilities Program funding, is provided through a quarter cent of the general sales tax collected statewide. The TDA provides two major sources of funding for public transportation: the Local Transportation Fund (LTF) and the State Transit Assistance (STA). The LTF provides funding for essential transit and commuter rail services, TDA Article 3/SB 821, and planning efforts. Each year, 2% of the LTF revenue is made available for use on bicycle and pedestrian facility projects through the TDA Article 3/SB 821 program. TDA Article 3/SB 821 is a discretionary program administered by the Riverside County Transportation Commission (RCTC).

On June 29, 2023, RCTC notified the Public Works Department that the City’s grant application requesting TDA Article 3/SB 821 grant funding had been successful. On October 3, 2023, the City Council authorized the Public Works Department to accept grant funding through RCTC Fiscal Year 2023/2024 TDA Article 3/SB 821 Bicycle and Pedestrian Facilities Program.

DISCUSSION:

On August 4, 2025, Bid No. 8190 for SB 821 Citywide Pedestrian and Bicycle Intersection Improvements (Project) was posted on Planet Bids seeking prospective bidders to perform the following work at various locations throughout the City to construct intersection improvements including flashing LED stop signs, rectangular rapid flashing beacons (RRFB), bicycle conflict zone traffic striping, audible pedestrian signals (APS), high visibility crosswalks, signing and striping improvements. Project locations and improvements are shown in Table 1 below:

Table 1 – Project Location and Improvement List
The intersections selected for improvements are near local schools, parks, and shopping centers. When implemented, the improvements are expected to enhance safety, mobility, and improve public health by encouraging walking, bicycling, and a more active lifestyle. The combined effects would also reduce greenhouse gas emissions as residents would be encouraged to walk for their shorter trips.

On August 4, 2025, Bid No. 8190 for SB 821 Citywide Pedestrian and Bicycle Intersection Improvement Project was released through the City’s formal bid platform, Planet Bids. The City sought qualified bidders to perform improvements at various locations throughout the City (see Attachment 1). Prior to the bid opening, one question was submitted and answered, no addenda were issued. The Request for Bids notification is summarized in Table 2:
