AMENDED NOTICE OF PUBLIC COMMENT PERIOD
FOR SUBSTANTIAL AMENDMENT TO THE

RIVERSIDE 2024-2025 HUD ANNUAL ACTION PLAN

THIS AMENDED NOTICE IS HEREBY GIVEN that the City of Riverside has prepared its draft amendment of the HUD Annual Action Plan for the program year 2024-2025. The publication of this notice is the beginning of the public review period required under Federal Regulation 21 CFR 91.105 (b)(2). The public review and written comment period began on September 29, 2025, and runs through January 13, 2026.
NOTICE IS HEREBY FURTHER GIVEN that the Action Plan Amendment will be presented to the City Council for approval on the following date:

At this meeting, the City Council will receive public comment on the 2024-2025 HUD Annual Action Plan that was submitted to the U.S. Department of Housing and Urban Development (HUD) on 06-18-2024.
BACKGROUND
The U.S. Department of Housing and Urban Development (HUD) approved the City of Riverside's Five-Year Consolidated Plan in 2020. The Consolidated Plan provides an inventory of existing programs and activities, resources, demographics, unmet needs, and identifies strategies and resources such as Community Development Block Grant funds (CDBG), Home Investment Partnerships Grant (HOME), Housing Opportunities for People with AIDS (HOPWA), and Emergency Solutions Grants (ESG)] needed to continue implementing existing programs and activities and to formulate programs and activities needed to address the unmet needs.
Since the approval of the Consolidated Plan, it is the Annual Action Plan that incrementally addresses and implements identified programs and activities prepared and submitted to HUD for approval. The Annual Action Plan prepared for 2024-2025 implements the strategy and goals identified in the Consolidated Plan.
Federal Regulation 24 CFR 91.105 requires the City to notify and provide its citizens with an opportunity to comment and provide input on proposed changes to an approved plan. This notice serves this purpose and allows the City to comply with the law. The proposed Substantial Amendment to the approved Plan affected by this Notice will allocate $965,617.75 to the Quality Inn Motel Conversion project located at 1590 University Avenue, Riverside, CA, 92507 to create 30 CDBG restricted affordable housing units.
PUBLIC COMMENT
The public is invited to submit written comments on the proposed update to the HUD Annual Action Plan 2024-2025. Comments via the eComments feature may be submitted until 11:00 a.m. on the day of the meeting, at www.RiversideCA.gov/Meeting. Comments can be presented in person at the Art Pick Council Chamber during the public hearing.
All comments relating to the Action Plan document mentioned above should be submitted to the City of Riverside, Housing and Human Services Department prior to the close of the hearing on January 13, 2026.
