BACKGROUND:
Every fiscal year, the Public Works Department allocates a portion of State Gas Tax revenues, the County Measure A sales tax, and the City’s Measure Z transactions and use tax to fund pavement rehabilitation and preservation of City arterial and minor streets. This project focuses on preserving streets in fair to good condition to extend pavement service life and maximize the return on these funding sources.
Pavement surface preservation serves as the first line of defense against pavement deterioration. Preventative maintenance treatments are applied to streets with Pavement Condition Index (PCI) scores of 60 or higher, providing a cost-effective alternative to resurfacing or full reconstruction.
Public Works utilizes a Pavement Management Program (PMP) to collect and analyze pavement condition data and to prioritize maintenance and repair needs. Street preservation is a key component of this program, supporting long-term pavement performance and extending the overall life cycle of the City’s roadway network.
On September 17, 2024, the City Council received a Pavement Management Program update that contained a list of proposed maintenance locations to be completed with various Fiscal Year (FY) 2024/2025 funding sources. This project is part of the 2024/25 pavement program. The improvements discussed herein were included in the complete project list outlined in the report received by the City Council in September 2024. All planned paving projects can be tracked at: www.riversideca.gov/pavingmap.
