RECOMMENDATIONSStaff recommends that the City Council: •UPHOLDthe decision of the Planning Commission and determine that thisproject is categorically exempt from further California EnvironmentalQuality Act (CEQA) review pursuant to Section 15301 (Existing Facilities),Section15303 (New Construction or Conversion of Small Structures), andSection 15332 (In-Fill Development Projects); and•DENY THE APPEAL, uphold the decision of the Planning Commission andAPPROVEPR-2021-001026 (Minor Conditional Use Permit, Design Review),based on the findings outlined in the staff report and subject to theconditions of approval.
