Re: General Order 88-B Request for Authority to Alter the Brockton Avenue Rail Crossing
Dear Farshid Mohammadi:
This refers to your letter dated October 2, 2025, received by us on October 14, 2025, requesting authorization, pursuant to California Public Utilities Commission (Commission/CPUC) General Order (GO) 88-B, to alter the Brockton Avenue rail crossing (crossing) of the Union Pacific Railroad (UPRR) tracks, in the City of Riverside (City), County of Riverside. The crossing is identified as CPUC Crossing Number 003-55.00 and DOT Number 811010V.
The crossing is a south-north, two-lane roadway that consists of two tracks. The crossing is equipped with two curb-mounted Commission Standard 9 (Flashing Light Signal Assembly with Automatic Gate Arm) warning devices. The crossing is also equipped with a wayside horn system.
The Commission’s Rail Crossings and Engineering Branch (RCEB) reviewed the request by the City.
As the City and UPRR agree on the alterations and apportionment of costs under the provisions of GO 88-B, the following alterations as described and specified in the request letter and its attachments are authorized:
• Remove existing curb-mounted Commission Standard 9 warning devices. • Remove existing wayside horns.
• Install four Commission Standard 9 warning devices - one curb-mounted and one median-mounted for each approach to the crossing.
• Install four Commission Standard 9-E (Commission Standard 9 installed on the departure side of the at-grade crossing) warning devices - one curb-mounted and one median-mounted for each departure side of the crossing. • Install four Commission Standard 9 pedestrian gates – one in each quadrant, along with emergency egress swing gates and detectable warning surfaces. • Reconstruct the concrete sidewalks and install Americans with Disabilities Act (ADA) compliant detectable warning surface on all four quadrants of the crossing. • Remove the existing concrete crossing surfaces and install new 122-ft long concrete crossing surfaces for both tracks.
• Construct 10-ft wide, 8-inch raised, non-mountable medians on the crossing approaches:
o Approximately 18 feet south of the track.
o Approximately 25 feet north of the track.
• Install fencing and hand rail channelization.
